  1  1    Section 1.  Section 542B.14, subsection 1, paragraph a,
  1  2 subparagraph (3), Code 1997, is amended to read as follows:
  1  3    (3)  Between July 1, 1988, and June 30, 1991 1994, in lieu
  1  4 of compliance with subparagraph (1), the board shall require
  1  5 satisfactory completion of a minimum of two years of
  1  6 postsecondary study in mathematics, physical sciences,
  1  7 engineering technology, or engineering at an institution
  1  8 approved by the board, and may accept six years' practical
  1  9 experience which, in the opinion of the board, is of
  1 10 satisfactory character to properly prepare the applicant for
  1 11 the examination in fundamental engineering subjects.  An
  1 12 applicant qualifying for examination in fundamental
  1 13 engineering subjects pursuant to this subparagraph shall
  1 14 successfully complete the examination on or before June 30,
  1 15 2004.
  1 16    Sec. 2.  This Act applies retroactively to July 1, 1991.  
  1 17                           EXPLANATION
  1 18    This bill relates to the requirements for licensure as a
  1 19 professional engineer pursuant to Code section 542B.14,
  1 20 subsection 1.  One of the requirements necessary for
  1 21 licensure, as provided in Code section 542B.14, subsection 1,
  1 22 paragraph "a", concerns preparation to take an examination in
  1 23 fundamental engineering subjects leading to the designation of
  1 24 engineer intern.  Beginning July 1, 1988, an applicant to take
  1 25 the examination must have graduated from a four-year course in
  1 26 engineering.  Previously, an applicant could qualify for the
  1 27 examination if the individual had completed a two-year course
  1 28 in engineering and had six years of practical experience.
  1 29 Pursuant to paragraph "a", subparagraph (3), however,
  1 30 applicants were given a "window" period, until June 30, 1991,
  1 31 during which they could continue to qualify for the
  1 32 examination with a two-year degree and six years of
  1 33 experience.  The bill provides for the expansion of this
  1 34 window period until June 30, 1994, to allow individuals to
  1 35 qualify who had entered a two-year program prior to the change
  2  1 in requirements, and also provides that individuals qualifying
  2  2 for the examination pursuant to subparagraph (3) must
  2  3 successfully complete testing prior to June 30, 2004.
  2  4    The bill is retroactively applicable to July 1, 1991.
