PAG LIN 1 1 Section 1. NEW SECTION. 260C.18C TUITION CREDIT. 1 2 For the fiscal year beginning July 1, 1997, and for each 1 3 succeeding fiscal year, there shall be established by the 1 4 board of directors of each community college a community 1 5 college tuition credit program, as follows: 1 6 1. For the fiscal year beginning July 1, 1997, and each 1 7 subsequent year the board of directors of each community 1 8 college shall, based upon the tuition rate per semester 1 9 calculated for the school year beginning July 1, 1996, 1 10 pursuant to section 260C.14, reduce the tuition rate to be 1 11 charged for the school year by twenty-five percent of the rate 1 12 per semester for the school year beginning July 1, 1996. 1 13 2. The board shall annually report to the department of 1 14 management a tuition credit per pupil amount, based upon the 1 15 twenty-five percent tuition reduction and the full-time 1 16 equivalent enrollment of the community college. 1 17 3. The department of management shall provide a 1 18 reimbursement to the board for the amount of the tuition 1 19 credit per pupil multiplied by the community college 1 20 enrollment on an annual basis. Notwithstanding the allocation 1 21 of moneys in section 260C.18A, the reimbursement shall be 1 22 allocated from moneys appropriated by the general assembly 1 23 from the general fund of the state to the department of 1 24 education for community college purposes for general state 1 25 financial aid. 1 26 4. The provisions of section 260C.14, subsection 2, 1 27 concerning local school district payments for a resident pupil 1 28 of high school age under chapter 261C and tuition charged for 1 29 nonresidents of the state are included under the tuition 1 30 credit program. 1 31 The state board for community colleges and the department 1 32 of management shall establish procedures by rule to carry out 1 33 the provisions of this section. 1 34 EXPLANATION 1 35 This bill provides that a tuition credit shall be applied 2 1 to tuition levels for community colleges for the school year 2 2 beginning July 1, 1997, and subsequent years. The credit 2 3 shall be calculated based on 25 percent of the tuition level 2 4 for the school year beginning July 1, 1996. The board of each 2 5 community college shall annually report the tuition credit per 2 6 pupil amount to the department of management and receive 2 7 reimbursement from the department of management for the amount 2 8 reported. The reimbursement shall be allocated from general 2 9 fund appropriations to the department of education for 2 10 community college purposes for general state financial aid 2 11 pursuant to Code section 260C.18A. The bill provides that the 2 12 provisions of Code section 260C.14, subsection 2, regarding 2 13 local school district payments for a resident pupil of high 2 14 school age and nonresident tuition are included under the 2 15 tuition credit program. The bill further provides that the 2 16 state board for community colleges and the department of 2 17 management shall establish procedures by rule to carry out the 2 18 provisions of the bill. 2 19 LSB 2421XS 77 2 20 rn/cf/24
