PAG LIN 1 1 Section 1. Section 15.113, Code 1997, is amended to read 1 2 as follows: 1 3 15.113 ECONOMIC DEVELOPMENT ASSISTANCE – REPORT. 1 4 In order for the general assembly to have accurate and 1 5 complete information regarding expenditures for economic 1 6 development and job training incentives and to respond to the 1 7 job training needs of Iowa workers, the department shall 1 8 provide to the legislative fiscal bureau by January 15of each1 9year, 1998, and every two years thereafter, data on all 1 10 assistance or benefits provided under thecommunity economic1 11betterment program, the new jobs and income program, and the1 12Iowa industrial new jobs training Act during the previous1 13calendar yearfollowing programs during the two previous 1 14 calendar years: 1 15 1. Community economic betterment program. 1 16 2. New jobs and income program. 1 17 3. Iowa industrial new jobs training program. 1 18 4. Workforce development fund program. 1 19 5. Community development and block grant program. 1 20 6. Technology transfer programs. 1 21 PARAGRAPH DIVIDED. The department shall meet with the 1 22 legislative fiscal bureau prior to submitting the data to 1 23 assure that its form and specificity are sufficient to provide 1 24 accurate and complete information to the general assembly. 1 25 The department shall also contact other state agencies 1 26 providing financial assistance to Iowa businesses and, to the 1 27 extent practical, coordinate the submission of the data to the 1 28 legislative fiscal bureau. 1 29 Sec. 2. NEW SECTION. 159.15A ECONOMIC DEVELOPMENT 1 30 ASSISTANCE – REPORT. 1 31 In order for the general assembly to have accurate and 1 32 complete information regarding expenditures for economic 1 33 development, the department shall provide to the legislative 1 34 fiscal bureau by January 15, 1998, and every two years 1 35 thereafter, data on all assistance or benefits provided to 2 1 encourage, promote, and advance the interests of the 2 2 agriculture industry and farm businesses. The department 2 3 shall meet with the legislative fiscal bureau prior to 2 4 submitting the data to assure that its form and specificity 2 5 are sufficient to provide accurate and complete information to 2 6 the general assembly. The department may provide some or all 2 7 of the data in conjunction with the department of economic 2 8 development pursuant to section 15.113. 2 9 Sec. 3. NEW SECTION. 421.13 ECONOMIC DEVELOPMENT 2 10 ASSISTANCE – REPORT. 2 11 In order for the general assembly to have accurate and 2 12 complete information regarding expenditures for economic 2 13 development, the department shall provide to the legislative 2 14 fiscal bureau by January 15, 1998, and every two years 2 15 thereafter, data on all sales tax exemptions, property tax 2 16 exemptions and credits, and income tax exemptions, deductions, 2 17 and credits provided to businesses operating in the state. 2 18 The department shall meet with the legislative fiscal bureau 2 19 prior to submitting the data to assure that its form and 2 20 specificity are sufficient to provide accurate and complete 2 21 information to the general assembly. The department may 2 22 provide some or all of the data in conjunction with the 2 23 department of economic development pursuant to section 15.113. 2 24 EXPLANATION 2 25 This bill requires the Iowa department of economic 2 26 development, the Iowa department of agriculture and land 2 27 stewardship, and the Iowa department of revenue and finance to 2 28 provide, every two years, the legislative fiscal bureau with a 2 29 report of expenditures related to economic development and 2 30 economic development programs. 2 31 The bill requires the first report to be provided to the 2 32 legislative fiscal bureau in 1998. 2 33 LSB 2163SS 77 2 34 sc/sc/14
