PAG LIN 1 1 Section 1. Section 256.16, Code 1997, is amended to read 1 2 as follows: 1 3 256.16 SPECIFIC CRITERIA FOR TEACHER PREPARATION AND 1 4 CERTAIN EDUCATORS. 1 5 1. Pursuant to section 256.7, subsection 5, the state 1 6 board shall adopt rules requiring all higher education 1 7 institutions providing practitioner preparation to include in 1 8 the professional education program, preparation that 1 9 contributes to the education of students with disabilities and 1 10 students who are gifted and talented, which must be 1 11 successfully completed before graduation from the practitioner 1 12 preparation program. The program shall include, but is not 1 13 limited to, the following: 1 14 a. Instruction in the laws impacting the education of 1 15 students with disabilities, including section 504 of the 1 16 federal Rehabilitation Act of 1991 and the federal Individuals 1 17 with Disabilities Education Act. 1 18 b. Knowledge about, and teaching methods to respond to, 1 19 the learning styles of these students and the particular 1 20 challenges and barriers affecting the education of students 1 21 with disabilities. 1 22 c. Information about resources available to facilitate the 1 23 education of students with disabilities in or out of the 1 24 regular classroom. 1 25 d. Knowledge of assistive technology and other available 1 26 accommodations for students with disabilities. 1 27 e. Knowledge about the continuum of services and placement 1 28 options available to all students with disabilities, with the 1 29 focus on appropriate educational programming for the 1 30 individual. 1 31 2. A person initially applying for a license shall 1 32 successfully complete a professional education program 1 33 containing the subject matter specified in this section, 1 34 before the initial action by the board of educational 1 35 examiners takes place. 2 1 EXPLANATION 2 2 This bill further defines the curricula relating to the 2 3 education of students with disabilities that institutions of 2 4 higher education providing practitioner preparation programs 2 5 are required to include in their professional education 2 6 programs. 2 7 The bill provides that the portion of the preparation 2 8 program relating to the education of students with 2 9 disabilities shall include the following: (1) instruction in 2 10 the laws impacting the education of students with 2 11 disabilities, including the federal Rehabilitation Act of 1991 2 12 and the federal Individuals with Disabilities Education Act; 2 13 (2) knowledge about, and teaching methods to respond to, the 2 14 learning styles of students and the particular challenges and 2 15 barriers affecting the education of students with 2 16 disabilities; (3) information about resources available to 2 17 facilitate the education of students with disabilities in or 2 18 out of the regular classroom; (4) knowledge of assistive 2 19 technology and other available accommodations for students 2 20 with disabilities; and (5) knowledge about the continuum of 2 21 service and placement options available to students with 2 22 disabilities. 2 23 LSB 1638SV 77 2 24 kh/sc/14
