1 1 Section 1. Section 349.3, subsection 1, Code 1997, is
1 2 amended to read as follows:
1 3 1. In counties having a population of less than fifteen
1 4 thousand, two such newspapers, or one, if there be but one
1 5 published therein. However, in counties having a population
1 6 of less than ten thousand, and more than one newspaper, the
1 7 board may accept bids from the two newspapers with the largest
1 8 circulation in the county, and may choose the bid or bids the
1 9 board believes to be in the best interest of the taxpayers of
1 10 the county. The bid or bids selected by the board may or may
1 11 not be the lowest bid or bids presented to the board for
1 12 consideration, but shall meet the requirements of section
1 13 349.17 regarding official publication fees.
1 14 EXPLANATION
1 15 This bill provides that in counties with a population of
1 16 less than 10,000, and with more than one newspaper, the county
1 17 board of supervisors selecting a newspaper or newspapers to
1 18 publish official proceedings may accept bids from the two
1 19 newspapers with the largest circulation. The board may choose
1 20 the bid or bids they believe to be in the best interest of the
1 21 taxpayers of the county, and the bid or bids selected do not
1 22 necessarily need to be from among the lowest submitted. The
1 23 bill provides that bids selected shall meet the requirements
1 24 of Code section 349.17 regarding official publication fees.
