  1  1    Section 1.  PREGNANT AND PARENTING MINORS – PROGRAMS.
  1  2    1.  The department of human services in cooperation with
  1  3 the child development coordinating council, the department of
  1  4 education, and the Iowa department of public health shall
  1  5 adopt rules to develop and implement a pregnant and parenting
  1  6 minors program.  The rules shall establish criteria for the
  1  7 awarding of grants and the components required of a grant
  1  8 applicant for the pregnant and parenting minors program.
  1  9    2.  The components required of a grant applicant include,
  1 10 but are not limited to, all of the following:
  1 11    a.  A comprehensive and multidisciplinary approach to
  1 12 helping pregnant and parenting minors which incorporates
  1 13 community agencies and resources.
  1 14    b.  Provision of services including, but not limited to,
  1 15 health and mental health services, home visits, support
  1 16 services, prenatal care, child care, parenting skills
  1 17 development, education, advocacy, counseling, employment and
  1 18 training referrals, housing, and case management services.
  1 19    c.  A plan for implementation which coordinates the work of
  1 20 the recipients of Iowa healthy family program grants,
  1 21 recipients of adolescent pregnancy prevention grants, and
  1 22 family resource centers to the maximum extent possible.
  1 23    d.  A provision for funding of the program which provides a
  1 24 match of one dollar by the grant recipient for every dollar
  1 25 allocated to the program by the state.
  1 26    3.  The department shall award grants to no more than ten
  1 27 applicants who represent service areas in the state with the
  1 28 highest percentage of pregnancies to minors.
  1 29    4.  There is appropriated from the general fund of the
  1 30 state to the department of human services for the fiscal year
  1 31 beginning July 1, 1997, and ending June 30, 1998, the
  1 32 following amount, or so much thereof as is necessary, to be
  1 33 used for the purpose designated:
  1 34    For the funding of grants for pregnant and parenting minors
  1 35 programs as described in this Act:  
  2  1 .................................................. $    750,000
  2  2                           EXPLANATION
  2  3    This bill requires the department of human services, in
  2  4 cooperation with the child development coordinating council,
  2  5 the department of education, and the Iowa department of public
  2  6 health, to adopt rules to develop and implement, through a
  2  7 grant process, a pregnant and parenting minors program in not
  2  8 more than 10 areas of the state which have the highest
  2  9 percentage of pregnancies to minors.  The bill provides that
  2 10 the rules adopted are to include the criteria to be met by a
  2 11 grant recipient including the services to be provided, the
  2 12 requirement of a match of one dollar by the grant recipient
  2 13 for every dollar allocated by the state, and the requirement
  2 14 that the grant recipient implement the program through
  2 15 coordination with family resource centers and grant recipients
  2 16 of the Iowa healthy family program and adolescent pregnancy
  2 17 prevention program.
  2 18    The bill provides an appropriation of $750,000 to the
  2 19 department of human services for grants to not more than 10
  2 20 programs for pregnant and parenting minors.
