1 1 Section 1. Section 262.13, Code 1997, is amended to read
1 2 as follows:
1 3 262.13 SECURITY OFFICERS AT INSTITUTIONS AS PEACE
1 4 OFFICERS.
1 5 The board may authorize any institution under its control
1 6 to commission one or more of its employees as special security
1 7 officers. Special security officers shall have the powers,
1 8 privileges, and immunities of regular peace officers when
1 9 acting in the interests of the institution by which they are
1 10 employed. However, in any situation which involves or is
1 11 reported to involve a person who is armed and who may be
1 12 dangerous, the special security officer, at the officer's
1 13 discretion, need not proceed to investigate or render
1 14 assistance unless the security officer is accompanied by a
1 15 person who is authorized to possess and who is carrying a
1 16 weapon. The board shall provide as rapidly as practicable for
1 17 the adequate training of such special security officers at the
1 18 Iowa law enforcement academy or in an equivalent training
1 19 program, unless they have already received such training.
1 20 EXPLANATION
1 21 This bill provides that in situations involving persons who
1 22 are armed and possibly dangerous, a special security officer
1 23 at a board of regents institution need not, at the officer's
1 24 discretion, proceed to investigate or render assistance unless
1 25 the security officer is accompanied by a person who is
1 26 authorized to possess and who is carrying a weapon.
