1 1 Section 1. Section 313.2A, Code 1997, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 3A. ACCESS IOWA HIGHWAYS. The commission
1 4 shall designate a portion of the commercial and industrial
1 5 network as the access Iowa highway system. The purpose of the
1 6 access Iowa highway system is to enhance the existing Iowa
1 7 economy and provide for its continuing development and growth
1 8 in the national and global competitive marketplace. The
1 9 access Iowa highway system shall maximize intrastate
1 10 transportation and commerce and provide direct access to the
1 11 nation's system of interstate highways and other
1 12 transportation services to Iowa residents.
1 13 When designating portions of the commercial and industrial
1 14 network as the access Iowa highway system, the commission
1 15 shall consider and give priority to direct and interconnected
1 16 linkages between economic centers with populations of twenty
1 17 thousand or more and the development of these linkages as
1 18 four-lane highways. The access Iowa highway system shall be
1 19 consistent with the designation of access Iowa highways
1 20 identified in the access Iowa highways report submitted by the
1 21 department to the general assembly in accordance with 1996
1 22 Iowa Acts, chapter 1218, section 51.
1 23 Sec. 2. Section 313.2A, subsection 4, Code 1997, is
1 24 amended to read as follows:
1 25 4. NETWORK DEVELOPMENT. In establishing priorities for
1 26 improvement projects to be added to the long-range program
1 27 described in section 307A.2, the department shall take into
1 28 consideration the following additional criteria: improvement
1 29 needs for access Iowa highways required to complete the direct
1 30 and interconnected linkages given priority under subsection
1 31 3A; urban area bypasses that improve urban or regional
1 32 accessibility or improve corridor travel; projects consistent
1 33 with regional or metropolitan transportation plans established
1 34 through cooperation by the department and local officials; and
1 35 the willingness of local officials to provide financial or
2 1 other assistance for the development of projects.
2 2 EXPLANATION
2 3 This bill directs the state transportation commission to
2 4 designate a portion of the commercial and industrial network
2 5 of highways as the access Iowa highway system. In designating
2 6 these highways, the commission is to give priority to those
2 7 highways connecting cities of 20,000 or more in population and
2 8 to consider developing access Iowa highways as four-lane
2 9 highways. The access Iowa highway system shall be consistent
2 10 with the designation of access Iowa highways in the department
2 11 of transportation report submitted to the general assembly
2 12 pursuant to 1996 Iowa Acts, chapter 1218, section 51.
2 13 The bill also makes access Iowa highways part of the
2 14 criteria to be considered by the department in establishing
2 15 priorities for the long-range primary road system plan.
