PAG LIN 1 1 Section 1. Section 321.34, subsections 8, 18, and 20, Code 1 2 1997, are amended to read as follows: 1 3 8. CONGRESSIONAL MEDAL OF HONOR PLATES. The owner of a 1 4 motor vehicle subject to registration under section 321.109, 1 5 subsection 1, light delivery truck, panel delivery truck or 1 6 pickup who has been awarded the congressional medal of honor 1 7 may, upon written application to the department, order special 1 8 registration plates which shall be red, white, and blue in 1 9 color and shall bear an emblem of the congressional medal of 1 10 honor and an identifying number. Each applicant applying for 1 11 special registration plates under this subsection maypurchase1 12 obtain only one set of registration plates under this 1 13 subsection. The application is subject to approval by the 1 14 department and the special registration plates shall be issued 1 15 to the applicant in exchange for the registration plates 1 16 previously issued to the person. The special platesare1 17subject to anshall be issued for no annual registration fee 1 18of fifteen dollars. The department shall validate the special 1 19 plates in the same manner as regular registration plates are 1 20 validated under this section without charging a fee. The 1 21 department shall not issue special registration plates until 1 22 service organizations in the state have furnished the 1 23 department either the special dies or the cost of the special 1 24 dies necessary for the manufacture of the special registration 1 25 plate. 1 26 The surviving spouse of a person who was issued special 1 27 plates under this subsection may continue to use the special 1 28 plates subject to registration of the special plates in the 1 29 surviving spouse's nameand upon payment of the fifteen dollar1 30annual registration fee, without payment of any registration 1 31 or validation fee. If the surviving spouse remarries, the 1 32 surviving spouse shall return the special plates to the 1 33 department and the department shall issue regular registration 1 34 plates to the surviving spouse. 1 35 18. PURPLE HEART SPECIAL PLATES. An owner referred to in 2 1 subsection 12 who was awarded a purple heart medal by the 2 2 United States government for wounds received in military or 2 3 naval combat against an armed enemy of the United States may, 2 4 upon written application to the department and presentation of 2 5 satisfactory proof of the award of the purple heart medal, 2 6 order only one set of special registration plates with a 2 7 purple heart processed emblem. Notwithstanding subsection 12, 2 8 the plates shall be issued and validated without payment of 2 9 any fee. The design of the emblem shall include a 2 10 representation of a purple heart medal and ribbon. The 2 11 application is subject to approval by the department in 2 12 consultation with the adjutant general. 2 13 20. SILVER OR BRONZE STAR PLATES. An owner referred to in 2 14 subsection 12 who was awarded a silver or a bronze star by the 2 15 United States government, may, upon written application to the 2 16 department and presentation of satisfactory proof of the award 2 17 of the silver or bronze star, order only one set of special 2 18 registration plates with a silver or bronze star processed 2 19 emblem. Notwithstanding subsection 12, the plates shall be 2 20 issued and validated without payment of any fee. The emblem 2 21 shall be designed by the department in consultation with the 2 22 adjutant general. 2 23 Sec. 2. Section 321.34, subsection 8A, as enacted by 1997 2 24 Iowa Acts, Senate File 5, section 1, is amended to read as 2 25 follows: 2 26 8A. EX-PRISONER OF WAR SPECIAL PLATES. The owner of a 2 27 motor vehicle subject to registration under section 321.109, 2 28 subsection 1, light delivery truck, panel delivery truck, or 2 29 pickup who was a prisoner of war during the Second World War 2 30 at any time between December 7, 1941, and December 31, 1946, 2 31 the Korean Conflict at any time between June 25, 1950, and 2 32 January 31, 1955, or the Vietnam Conflict at any time between 2 33 August 5, 1964, and June 30, 1973, all dates inclusive, may, 2 34 upon written application to the department, order only one set 2 35 of special registration plates with an ex-prisoner of war 3 1 processed emblem. The emblem shall be designed by the 3 2 department in cooperation with the adjutant general and shall 3 3 signify that the owner was a prisoner of war as described in 3 4 this subsection. The application is subject to approval by 3 5 the department, in consultation with the adjutant general. 3 6 The special plates shall be issued at no chargeand are3 7subject to an annual fee registration of fifteen dollars. The 3 8 county treasurer shall validate the special plates in the same 3 9 manner as regular registration plates are validated under this 3 10 section without payment of a fee. 3 11 The surviving spouse of a person who was issued special 3 12 plates under this subsection may continue to use the special 3 13 plates subject to registration of the special plates in the 3 14 surviving spouse's nameand upon payment of the annual3 15registration fee, without payment of any registration or 3 16 validation fee. If the surviving spouse remarries, the 3 17 surviving spouse shall return the special plates to the 3 18 department and the department shall issue regular registration 3 19 plates to the surviving spouse. 3 20 EXPLANATION 3 21 This bill provides that congressional medal of honor, ex- 3 22 prisoner of war, purple heart, and silver or bronze star 3 23 special license plates may be obtained without payment of a 3 24 registration fee and are to be validated without payment of a 3 25 fee.
