1 1 Section 1. MAYORS – STAGGERED TERMS FOR 1997 AND 1999
1 2 CITY ELECTIONS. Any city which has changed the term of
1 3 council members or mayor under section 376.2 may, by
1 4 resolution adopted by the council and filed in the office of
1 5 city clerk on or before August 20, 1997, choose to change the
1 6 term of mayor as follows:
1 7 1. An office of mayor scheduled to be filled at the
1 8 regular city election in November 1997, shall be for a two-
1 9 year term, beginning in January 1998, and the office shall
1 10 next be filled at the regular city election in November 1999,
1 11 and every four years thereafter.
1 12 2. An office of mayor on the ballot in the regular city
1 13 election in November 1995 and scheduled to be filled at the
1 14 regular city election in November 1999, shall be for a two-
1 15 year term, beginning in January 2000, and the office shall
1 16 next be filled at the regular city election in November 2001,
1 17 and every four years thereafter.
1 18 Sec. 2. EFFECTIVE DATE. This Act, being deemed of
1 19 immediate importance, takes effect upon enactment.
1 20 EXPLANATION
1 21 In some Iowa cities which have changed the terms of office
1 22 of city officers, the mayor is now elected at the same regular
1 23 city election as the majority of council members. This bill
1 24 allows a city the opportunity to stagger the term of office of
1 25 mayor so that the office will be up for election at the same
1 26 time as the minority of council members.
1 27 To stagger the term of office of mayor over the 1997 and
1 28 1999 regular city elections, the bill requires that a city
1 29 council adopt a resolution and file it with the city clerk by
1 30 August 20, 1997.
1 31 The bill is effective upon enactment.
