1 1 Section 1. Section 321.423, Code 1997, is amended by
1 2 adding the following new subsection:
1 3 NEW SUBSECTION. 6A. GOVERNMENTAL SNOW REMOVAL VEHICLES.
1 4 A motor vehicle, owned by a governmental agency, and designed
1 5 to be used for snow removal shall be equipped with flashing
1 6 amber lights which shall be operational at all times when the
1 7 vehicle is removing snow on highways, other than highways
1 8 located in state or county parks. A violation of this
1 9 subsection by the motor vehicle operator is a scheduled fine
1 10 under section 805.8, subsection 2, paragraph "e".
1 11 Sec. 2. The state department of transportation shall study
1 12 the issue of visibility of snow removal equipment and the use
1 13 of such equipment and the effect on highway and traffic safety
1 14 during snow removal. The study shall include an analysis of
1 15 municipal and county snow removal practices. The department
1 16 shall provide the general assembly with an analysis of the
1 17 issues presented and any recommendations for safety
1 18 improvements by January 15, 1998.
1 19 EXPLANATION
1 20 This bill requires that any motor vehicle owned by a
1 21 governmental agency which is designed for snow removal must be
1 22 equipped with flashing amber lights which must be operational
1 23 at all times when the vehicle is removing snow on highways
1 24 other than highways located in state or county parks. A
1 25 violation of this provision by the motor vehicle operator is a
1 26 scheduled fine of $20.
1 27 The bill also directs the state department of
1 28 transportation to study the issue of visibility of snow
1 29 removal equipment, highway and traffic safety during snow
1 30 removal, and municipal and county snow removal practices and
1 31 to present recommendations to the general assembly by January
1 32 15, 1998.
