1 2 Amendment, S-5540, to Senate File 2296, as amended,
1 3 passed, and reprinted by the Senate, as follows:
1 4 #1. Page 15, by inserting after line 21 the
1 5 following:
1 6 "Sec. ___. There is appropriated from the rebuild
1 7 Iowa infrastructure fund to the department of economic
1 8 development for the fiscal year beginning July 1,
1 9 1998, and ending June 30, 1999, the following amount,
1 10 or so much thereof as is necessary, to be used for the
1 11 purpose designated:
1 12 To fund the community economic betterment
1 13 recreation program account established in section
1 14 15.322:
1 15 .................................................. $ 2,000,000
1 16 Sec. ___. NEW SECTION. 15.321 COMMUNITY ECONOMIC
1 17 BETTERMENT RECREATION PROGRAM.
1 18 The purpose of the community economic betterment
1 19 recreation program is to assist communities in the
1 20 development and creation of multipurpose recreation
1 21 facilities. Section 15.317 shall apply to this
1 22 program. The department shall use the rating factors
1 23 and criteria in section 15.318 to develop applicable
1 24 rating factors and criteria for the program with the
1 25 addition of rating factors and criteria relating to
1 26 tourism potential and the economic impact of the
1 27 facility being considered.
1 28 Sec. ___. NEW SECTION. 15.322 COMMUNITY ECONOMIC
1 29 BETTERMENT RECREATION PROGRAM ACCOUNT.
1 30 1. A community economic betterment recreation
1 31 program account is established within the strategic
1 32 investment fund to be used by the department for the
1 33 community economic betterment recreation program. The
1 34 account shall consist of all appropriations, grants,
1 35 or gifts received by the department specifically for
1 36 use under section 15.321 and any moneys allocated to
1 37 the community economic betterment recreation program
1 38 account from the strategic investment fund.
1 39 2. Payments of interest, repayments of moneys
1 40 loaned under the community economic betterment
1 41 recreation program, or recaptures of awards shall be
1 42 deposited into the strategic investment fund."
