PAG LIN 1 1 Amend the amendment, S-5631, to House File 2533, as 1 2 amended, passed, and reprinted by the House, as 1 3 follows: 1 4 #1. Page 3, by striking line 48 and inserting the 1 5 following: "30, line 6, and inserting the following: 1 6 "Sec. ___. NEW SECTION. 261.28 REWARDING IOWA'S 1 7 STUDENTS EDUCATIONALLY PROGRAM. 1 8 1. A rewarding Iowa's students educationally 1 9 program is established to be administered by the 1 10 commission. A resident of this state who receives a 1 11 high school diploma or a high school equivalency 1 12 diploma from a school district or an accredited 1 13 nonpublic school in this state after July 1, 1998, and 1 14 who otherwise meets the qualifications of this 1 15 section, is eligible to receive a rewarding Iowa's 1 16 students educationally scholarship under the program 1 17 to attend an eligible institution. 1 18 2. In addition to the requirements of subsection 1 19 1, to be eligible for a scholarship under this 1 20 section, an individual shall meet the following 1 21 requirements: 1 22 a. Is a citizen of the United States or has been 1 23 classified as a permanent resident alien by the United 1 24 States immigration and naturalization service. 1 25 b. Have satisfactorily met the entrance 1 26 requirements for admission to an eligible institution. 1 27 c. Upon completing the equivalent of two full 1 28 semesters or three full quarters at an eligible 1 29 institution, to continue to be eligible for a 1 30 scholarship under this section, the student shall have 1 31 a three-point cumulative grade average on a four-point 1 32 scale. 1 33 3. "Eligible institution", for purposes of this 1 34 section, means a community college as defined in 1 35 chapter 260C, an institution of higher learning under 1 36 the control of the state board of regents, or an 1 37 accredited private institution, as defined in section 1 38 261.9. 1 39 4. The amount of a scholarship awarded to a 1 40 qualified student for an upcoming academic year in 1 41 accordance with this section shall be the amount of 1 42 the student's financial need for that period, 1 43 including tuition, mandatory fees, and a book 1 44 allowance. However, the scholarship amount shall not 1 45 exceed the resident tuition rate and mandatory fees 1 46 established for institutions of higher learning under 1 47 the control of the state board of regents plus a book 1 48 allowance. The book allowance for a full-time student 1 49 shall be one hundred dollars per quarter or the 1 50 semester equivalent, and fifty dollars per quarter or 2 1 the semester equivalent for a student enrolled for 2 2 less than half-time. 2 3 5. No minimum number of hours of enrollment is 2 4 required for eligibility. 2 5 6. An eligible individual shall not receive a 2 6 scholarship under this section for more than the 2 7 equivalent of eight full semesters. 2 8 7. An individual who qualifies for a federal Pell 2 9 grant is ineligible for a scholarship under this 2 10 section. Federal educational assistance received by 2 11 an eligible individual shall be applied to reduce the 2 12 individual's tuition and mandatory fee charges. 2 13 8. Scholarship moneys may be expended for remedial 2 14 coursework. 2 15 9. The college student aid commission shall adopt 2 16 rules pursuant to chapter 17A to administer this 2 17 section. Rules adopted by the commission shall, at a 2 18 minimum, establish criteria for deferment of a 2 19 scholarship and provide for an appeals process. 2 20 10.
