  1  1    Amend the amendment, S-5631, to House File 2533, as
  1  2 amended, passed, and reprinted by the House, as
  1  3 follows:
  1  4    #1.  Page 1, by inserting after line 45 the
  1  5 following:
  1  6    Sec.    .  NEW SECTION.  256.57  ENRICH IOWA
  1  7 PROGRAM – INTENT – FUNDING.
  1  8    1.  The general assembly finds and declares that
  1  9 the public library is at the heart of each community,
  1 10 an integral component in this state's education
  1 11 system, and an invaluable source of wisdom and
  1 12 knowledge for this state's lifelong learners.  It is
  1 13 therefore in the interest of the citizens of Iowa that
  1 14 a comprehensive initiative be undertaken to reduce
  1 15 inequities in library services throughout the state
  1 16 and provide public libraries with the funds necessary
  1 17 to meet the present and future needs of this state's
  1 18 citizens.
  1 19    2.  There is appropriated from the general fund of
  1 20 the state to the department of education for each
  1 21 fiscal year the sum of three million dollars, which
  1 22 shall be allocated to the division of libraries and
  1 23 information services for the following purposes and in
  1 24 the following amounts:
  1 25    a.  Of the funds allocated each year, the division
  1 26 shall distribute one million eight hundred thousand
  1 27 dollars to eligible public libraries that comply with
  1 28 the standards set forth in the in service to Iowa:
  1 29 public library measures of quality publication adopted
  1 30 by the commission of libraries.  The amount
  1 31 distributed to each eligible public library shall be
  1 32 based upon the following:
  1 33    (1)  The level at which the eligible public library
  1 34 complies with the in service to Iowa publication
  1 35 adopted by the commission of libraries.
  1 36    (2)  The number of people residing within an
  1 37 eligible library's geographic area and for whom the
  1 38 library was established.
  1 39    (3)  The amount of funding the eligible public
  1 40 library received in the previous fiscal year for
  1 41 service to rural residents and to contracting
  1 42 communities.
  1 43    Moneys received by a public library under this
  1 44 paragraph shall supplement, not supplant, local
  1 45 funding.
  1 46    b.  For purposes of technology development,
  1 47 coordination of technology, and resource sharing by
  1 48 the state and regional libraries, resulting in
  1 49 equitable access to library resources, the sum of six
  1 50 hundred fifty thousand dollars to be used by the
  2  1 division of libraries and information services.
  2  2 Moneys allocated under this subsection shall also be
  2  3 used to extend the availability of statewide on-line
  2  4 databases using the Internet and information
  2  5 resources.  Moneys allocated to the division in this
  2  6 paragraph may be distributed to regional libraries.
  2  7    c.  For purposes of establishing a grant program
  2  8 administered by the division, the sum of four hundred
  2  9 fifty thousand dollars.  The division shall award
  2 10 grants on a competitive basis to eligible public
  2 11 libraries that submit to the division plans for
  2 12 innovative technologies and services, cooperative
  2 13 alliances between libraries, or for physical library
  2 14 facilities enhancement.  An application submitted
  2 15 shall also contain a commitment of at least a dollar-
  2 16 for-dollar match of the grant assistance.  The
  2 17 division shall appoint an advisory committee for
  2 18 purposes of recommending priorities and criteria for
  2 19 the awarding of grants under this paragraph.  The
  2 20 advisory committee shall submit its report and
  2 21 recommendations annually to the state librarian and
  2 22 the commission of libraries by August 15.
  2 23    d.  For purposes of administering the enrich Iowa
  2 24 program, and assisting eligible public libraries to
  2 25 obtain funding under the program, the sum of one
  2 26 hundred thousand dollars.
  2 27    3.  For purposes of this section, "eligible public
  2 28 library" means a public library that meets at least
  2 29 all of the following requirements:
  2 30    a.  Submits to the division of libraries and
  2 31 information services all of the following:
  2 32    (1)  The report provided for under section 256.51,
  2 33 subsection 1, paragraph "h".
  2 34    (2)  An application and report form for
  2 35 accreditation that provides evidence of the library's
  2 36 compliance with at least one level of the standards
  2 37 established in accordance with section 256.51,
  2 38 subsection 1, paragraph "k".
  2 39    (3)  Any other application or report the division
  2 40 deems necessary for the implementation of this
  2 41 program.
  2 42    b.  Participates in the library resource and
  2 43 information sharing programs established by the state
  2 44 library.
  2 45    4.  By January 15 of each year, the division shall
  2 46 submit a program evaluation report to the general
  2 47 assembly and the governor detailing the uses and the
  2 48 impacts of funds appropriated under this section.
  2 49    5.  Notwithstanding section 8.33, unencumbered or
  2 50 unobligated funds remaining on June 30 of the fiscal
  3  1 year for which the funds were appropriated shall not
  3  2 revert but shall be available for expenditure for the
  3  3 following fiscal year for purposes of this section."
