Page 3, by striking lines 20 through 23 and 1 5 inserting the following: 1 6 "# . By striking page 22, line 3, through page 1 7 23, line 14, and inserting the following: 1 8 "1. The moneys remaining unobligated or unexpended 1 9 in the gambling treatment fund created in section 1 10 99E.10, subsection 1, paragraph "a", Code Supplement 1 11 1997, at the end of the fiscal year beginning July 1, 1 12 1997, and ending June 30, 1998, are appropriated to 1 13 the Iowa department of public health for the fiscal 1 14 year beginning July 1, 1998, and ending June 30, 1999, 1 15 to be allocated as follows: 1 16 a. For transfer to the department of public safety 1 17 to combat methamphetamine use: 1 18 .................................................. $ 236,000 1 19 The funds transferred in this lettered paragraph 1 20 shall be utilized by the division of narcotics 1 21 enforcement of the department of public safety for 1 22 undercover purchases of methamphetamine by law 1 23 enforcement agency and drug task force personnel. 1 24 b. For transfer to the governor's alliance on 1 25 substance abuse for the establishment of an education 1 26 program designed to increase the availability of 1 27 information relating to methamphetamine abuse in Iowa 1 28 schools and throughout the media: 1 29 .................................................. $ 83,000 1 30 The funds transferred in this lettered paragraph 1 31 shall be used to assist in targeting an anti- 1 32 methamphetamine message specifically to Iowa teenagers 1 33 through the school system and through public service 1 34 media advertisements. For transfer to the department of elder affairs 2 21 to be used for the recruitment, retention, 2 22 recognition, and training of care review committee 2 23 volunteers: 2 24 .................................................. $ 130,000 2 25 The department of elder affairs shall develop 2 26 outcome measurements regarding use of the funds 2 27 transferred in this lettered paragraph, and shall 2 28 conduct a study of issues including, but not limited 2 29 to, how the funds were utilized, liability for area 2 30 agencies on aging, and access to nursing home records. 2 31 The department shall submit a report of the results of 2 32 the study to the general assembly by January 1, 2000. 2 33 g.
