  1 19    "It is the intent of the general assembly that,
  1 20 notwithstanding the provisions of section 730.5 to the
  1 21 contrary, the state racing and gaming commission shall
  1 22 require jockeys or drivers, trainers, and handlers to
  1 23 submit to drug and alcohol testing pursuant to a
  1 24 written policy adopted by the state commission and
  1 25 applicable to all such persons.  The written policy
  1 26 shall establish procedures and standards for the drug
  1 27 and alcohol testing of jockeys or drivers, trainers,
  1 28 and handlers, which shall be consistent with the
  1 29 procedures and standards established for drug and
  1 30 alcohol testing of persons under section 730.5.
  1 31    Sec.    .  Section 99D.25A, subsection 7, Code
  1 32 Supplement 1997, is amended to read as follows:
  1 33    7.  A horse entered to race with lasix must be
  1 34 treated at least four hours prior to post time.  The
  1 35 lasix shall be administered intravenously by a
  1 36 veterinarian employed by the owner or trainer of the
  1 37 horse under the visual supervision of the commission
  1 38 veterinarian.  The practicing veterinarian must
  1 39 deposit with the commission veterinarian at the
  1 40 detention barn an unopened supply of lasix and sterile
  1 41 hypodermic needles and syringes to be used for the
  1 42 administrations.  Lasix shall only be administered in
  1 43 a dose level of two hundred fifty milligrams.  The
  1 44 commission veterinarian shall extract a test sample of
  1 45 the horse's blood, urine, or saliva to determine
  1 46 whether the horse was improperly drugged after the
  1 47 race is run.".

  2  5 entitled to receive per diem and necessary travel and
  2  6 actual expenses pursuant to section 2.10, subsection
  2  7 5, while carrying out their official duties as members
  2  8 of the board."

  2 10 following:
  2 11    "3.  For costs associated with the acquisition,
  2 12 remodeling, and relocation of a headquarters building
  2 13 for offices and related facilities for employees and
  2 14 storage of applicable records of the Iowa public
  2 15 employees' retirement system:

  2 17    Notwithstanding section 8.33, unencumbered or
  2 18 unobligated funds remaining on June 30, 2000, from the
  2 19 funds appropriated in this subsection, shall revert to
  2 20 the Iowa public employees' retirement system fund on
  2 21 August 31, 2000."

  2 34    #16.  Page 23, by inserting after line 16 the
  2 35 following:
  2 36    "Sec.    .  Section 47.7, subsections 1 and 2, Code
  2 37 Supplement 1997, are amended to read as follows:
  2 38    1.  The senior administrator of data processing
  2 39 services in the department of general services state
  2 40 commissioner of elections is designated the state
  2 41 registrar of voters, and shall regulate the
  2 42 preparation, preservation, and maintenance of voter
  2 43 registration records, the preparation of precinct
  2 44 election registers for all elections administered by
  2 45 the commissioner of any county, and the preparation of
  2 46 other data on voter registration and participation in
  2 47 elections which is requested and purchased at actual
  2 48 cost of preparation and production by a political
  2 49 party or any resident of this state.  The registrar
  2 50 shall maintain a log, which is a public record,
  3  1 showing all lists and reports which have been
  3  2 requested or generated or which are capable of being
  3  3 generated by existing programs of the data processing
  3  4 services in the department of general services of the
  3  5 registrar.  In the execution of the duties provided by
  3  6 this chapter, the state registrar of voters and the
  3  7 state commissioner of elections shall provide the
  3  8 maximum public access to the electoral process
  3  9 permitted by law.
  3 10    2.  The registrar shall offer to each county in the
  3 11 state the opportunity to arrange for performance of
  3 12 all functions referred to in subsection 1 by the data
  3 13 processing facilities of the department of general
  3 14 services registrar, commencing at the earliest
  3 15 practicable time, at a cost to the county determined
  3 16 in accordance with the standard charges for those
  3 17 services adopted annually by the registration
  3 18 commission.  A county may accept this offer without
  3 19 taking bids under section 47.5."
