  1  1    Amend House File 2539, as amended, passed, and
  1  2 reprinted by the House, as follows:
  1  3    #1.  Page 34, by inserting after line 2 the
  1  4 following:
  1  5    "10.  For the establishment of a comprehensive
  1  6 program to combat methamphetamine use:  
  1  7 .................................................. $  4,000,000
  1  8    a.  Of the funds appropriated in this subsection,
  1  9 $1,500,000 shall be used to create a fifteen-member
  1 10 methamphetamine strike force.  The strike force shall
  1 11 be coordinated by the department of public safety, and
  1 12 shall be comprised of state narcotics agents, Iowa
  1 13 state patrol troopers, representatives of the state
  1 14 fire marshal's office, and agents of the Iowa division
  1 15 of criminal investigation.  The objective of the
  1 16 strike force shall be to initiate and maintain a
  1 17 comprehensive ongoing investigation of methamphetamine
  1 18 users and suppliers.
  1 19    b.  Of the funds appropriated in this subsection,
  1 20 $1,500,000 shall be used to establish a
  1 21 methamphetamine law enforcement grant program.  The
  1 22 program shall be designed to facilitate provision of
  1 23 additional methamphetamine-specific law enforcement
  1 24 training, personnel, and equipment.
  1 25    c.  Of the funds appropriated in this subsection,
  1 26 $500,000 shall be used to develop a methamphetamine
  1 27 abuse education program designed to develop and
  1 28 distribute information regarding the dangers of
  1 29 methamphetamine use, the penalties applicable to
  1 30 methamphetamine users and sellers, and availability of
  1 31 methamphetamine abuse treatment and rehabilitation
  1 32 programs.  Information assembled shall be distributed
  1 33 throughout the state's elementary and secondary-level
  1 34 public and private schools and media outlets, state
  1 35 and local departments of public health, and other
  1 36 public access locations as determined appropriate by
  1 37 the governor's alliance on substance abuse.
  1 38    d.  Of the funds appropriated in this subsection,
  1 39 $500,000 shall be used to expand existing substance
  1 40 abuse treatment and rehabilitation centers, to
  1 41 establish new programs, and to assist efforts by
  1 42 methamphetamine users to overcome their addiction.
  1 43    e.  The department of public safety shall
  1 44 coordinate with the Iowa department of public health
  1 45 and the department of human services regarding the
  1 46 development and administration of the program to
  1 47 combat methamphetamine use.  The department of public
  1 48 safety shall submit a report to the governor and the
  1 49 general assembly by January 1, 2000.  The report shall
  1 50 contain an accounting of program expenditures,
  2  1 estimated methamphetamine usage rates before and after
  2  2 program implementation, investigation and education
  2  3 efforts, treatment and rehabilitation program
  2  4 referrals and success rates, and recommendations
  2  5 regarding continued efforts to combat methamphetamine
  2  6 use."
