  1  1    Amend the amendment, S-5335, to House File 2164 as
  1  2 follows:
  1  3    #1.  Page 1, by inserting after line 35 the
  1  4 following:
  1  5    "Sec. ___.  Section 15E.194, subsection 1, Code
  1  6 Supplement 1997, is amended to read as follows:
  1  7    1.  An enterprise zone may be designated by a
  1  8 county which meets at least two of the following
  1  9 criteria: experienced a population loss between 1980
  1 10 and 1995.
  1 11    a.  The county has an average weekly wage that
  1 12 ranks among the bottom twenty-five counties in the
  1 13 state based on the 1995 annual average weekly wage for
  1 14 employees in private business.
  1 15    b.  The county has a family poverty rate that ranks
  1 16 among the top twenty-five counties in the state based
  1 17 on the 1990 census.
  1 18    c.  The county has experienced a percentage
  1 19 population loss that ranks among the top twenty-five
  1 20 counties in the state between 1990 and 1995.
  1 21    d.  The county has a percentage of persons sixty-
  1 22 five years of age or older that ranks among the top
  1 23 twenty-five counties in the state based on the 1990
  1 24 census."
