1 3 #1. Page 6, by inserting after line 23 the
1 4 following:
1 5 "Sec. ___. Section 321.24, Code 1997, is amended
1 6 by adding the following new unnumbered paragraph:
1 7 NEW UNNUMBERED PARAGRAPH. Before issuing a new
1 8 registration for a motor vehicle, the county treasurer
1 9 shall verify that the applicant has submitted proof of
1 10 financial responsibility as required under section
1 11 321.20B. If proof is not submitted, registration
1 12 shall not be issued. Proof of financial
1 13 responsibility is not required for issuance of a
1 14 certificate of title.
1 15 Sec. ___. Section 321.30, Code 1997, is amended by
1 16 adding the following new subsection preceding the last
1 17 unnumbered paragraph:
1 18 NEW SUBSECTION. 14. If the application is for a
1 19 new registration of a motor vehicle and the
1 20 application does not include proof of financial
1 21 responsibility as required under section 321.20B.
1 22 However, proof of financial responsibility is not
1 23 required for issuance of a certificate of title.
1 24 Sec. ___. Section 321.40, unnumbered paragraph 1,
1 25 Code Supplement 1997, is amended to read as follows:
1 26 Application for renewal of a vehicle registration
1 27 shall be made on or after the first day of the month
1 28 of expiration of registration and up to and including
1 29 the last day of the month following the month of
1 30 expiration of registration. The registration shall be
1 31 renewed upon payment of the appropriate registration
1 32 fee and upon the applicant providing proof of
1 33 financial responsibility as required under section
1 34 321.20B.
1 35 Sec. ___. Section 321.46, subsection 2, Code 1997,
1 36 is amended by adding the following new unnumbered
1 37 paragraph:
1 38 NEW UNNUMBERED PARAGRAPH. Prior to issuing a new
1 39 registration for a motor vehicle, the county treasurer
1 40 shall verify that the applicant has submitted proof of
1 41 financial responsibility as required under section
1 42 321.20B. If proof is not submitted, the registration
1 43 shall not be issued. Proof of financial
1 44 responsibility is not required for issuance of a
1 45 certificate of title."
1 46 #2. Page 7, by inserting after line 8 the
1 47 following:
1 48 "Sec. ___. NEW SECTION. 321.482A FALSE
1 49 INFORMATION PROVIDED TO OBTAIN REGISTRATION.
1 50 A person who provides false information concerning
2 1 such person's proof of financial responsibility for
2 2 purposes of obtaining a new motor vehicle registration
2 3 or for renewal of a motor vehicle registration under
2 4 section 321.24, 321.30, 321.40, or 321.46 commits a
2 5 simple misdemeanor."
