1 1 Amend House File 2272 as follows:
1 2 #1. By striking everything after the enacting
1 3 clause and inserting the following:
1 4 "Section 1. Section 256.7, Code 1997, is amended
1 5 by adding the following new subsection:
1 6 NEW SUBSECTION. 21. Develop and adopt rules by
1 7 July 1, 1999, incorporating accountability for student
1 8 achievement into the standards and accreditation
1 9 process described in section 256.11. The rules shall
1 10 provide for all of the following:
1 11 a. Requirements that all school districts and
1 12 accredited nonpublic schools develop, implement, and
1 13 file with the department a comprehensive school
1 14 improvement plan that includes, but is not limited to,
1 15 demonstrated school, parental, and community
1 16 involvement in assessing educational needs,
1 17 establishing local education standards and student
1 18 achievement levels, and, as applicable, the
1 19 consolidation of federal and state planning, goal-
1 20 setting, and reporting requirements.
1 21 b. A set of core academic indicators in
1 22 mathematics and reading in grades four, eight, and
1 23 eleven, a set of core academic indicators in science
1 24 in grades eight and eleven, and another set of core
1 25 indicators that includes, but is not limited to,
1 26 graduation rate, postsecondary education, and
1 27 successful employment in Iowa. Annually, the
1 28 department shall report state data for each indicator
1 29 in the condition of education report.
1 30 c. A requirement that all school districts and
1 31 accredited nonpublic schools annually report to the
1 32 department and the local community the district-wide
1 33 progress made in attaining student achievement goals
1 34 on the academic and other core indicators and the
1 35 district-wide progress made in attaining locally
1 36 established student learning goals. The school
1 37 districts and accredited nonpublic schools shall
1 38 demonstrate the use of multiple assessment measures in
1 39 determining student achievement levels. The school
1 40 districts and accredited nonpublic schools may report
1 41 on other locally determined factors influencing
1 42 student achievement. The school districts and
1 43 accredited nonpublic schools shall also report to the
1 44 local community their results by individual attendance
1 45 center."
