PAG LIN 1 1 Amend Senate File 2280 as follows: 1 2 #1. Page 7, by inserting after line 13 the 1 3 following: 1 4 "(3) The division shall establish a task force to 1 5 adopt an action plan for a drug-free Iowa. 1 6 Underscoring the need for the establishment of the 1 7 task force are the facts that a majority of criminal 1 8 offenders in Iowa's criminal justice system have had 1 9 problems with substance abuse; untreated addiction in 1 10 the workplace results in increased costs to businesses 1 11 from medical claims and disability costs from illness 1 12 and injury, theft, absenteeism, and decreased 1 13 productivity; health care costs are increased by 1 14 untreated addiction; and Iowa children whose parents 1 15 are addicted suffer from neglect, cruelty, and abuse 1 16 resulting in physical and emotional damage. 1 17 The task force shall conduct an evaluation of the 1 18 effectiveness of all existing federal and state funded 1 19 substance abuse treatment and prevention programs in 1 20 the state. Evaluation issues and components to be 1 21 examined by the task force shall include access to 1 22 treatment by the general population; access to 1 23 treatment by females, minorities, juveniles, and the 1 24 rural population; any changes in the completion of 1 25 treatment rates; ensuring that a relationship of 1 26 treatment effectiveness to the severity of the illness 1 27 is addressed; substance abuse relapse rates; 1 28 comparison of substance abuse relapse rates to relapse 1 29 rates for other chronic diseases; the reasons for 1 30 different outcomes in different programs; factors 1 31 contributing to denial of care; lengths of stay 1 32 according to severity of illness; costs of service 1 33 delivery; relationship of outcomes to cost offsets 1 34 such as a decline in arrest rates and 1 35 hospitalizations, or an increase in employment figures 1 36 and the tax base; review of managed care approaches 1 37 and exemplary programs in other states; and any other 1 38 issues which may emerge during the course of the 1 39 evaluation. 1 40 The task force shall be comprised of 1 41 representatives from the department of human services, 1 42 the department of corrections, the governor's alliance 1 43 on substance abuse, the Iowa substance abuse 1 44 consortium on evaluation and research, a 1 45 representative who is an Iowa substance abuse program 1 46 director, and members of the general public. Four 1 47 members of the general assembly, one each from the 1 48 majority and minority parties, respectively, of each 1 49 house of the general assembly, shall be designated by 1 50 the division to serve as nonvoting ex officio members. 2 1 The ex officio members shall receive per diem expenses 2 2 pursuant to section 2.12.
