1 7 "Sec. ___. INITIAL COMMUNITY EMPOWERMENT AREAS AND
1 8 BOARDS.
1 9 1. The chairperson of each county board of
1 10 supervisors shall convene the persons listed in this
1 11 section to meet for purposes of designating a
1 12 community empowerment area or areas and creating a
1 13 community empowerment board or boards. The
1 14 chairpersons of the boards of supervisors in
1 15 contiguous counties may elect to hold a joint meeting
1 16 for a multicounty area. The persons shall be convened
1 17 as soon after the effective date of this Act as is
1 18 practical. All of the following shall be invited to
1 19 the meeting for each county:
1 20 a. The chairperson of the county board of
1 21 supervisors of the county or a county supervisor
1 22 designated by the chairperson.
1 23 b. Not more than two school board members
1 24 designated by the school boards of the school district
1 25 or districts in the county.
1 26 c. Not more than two mayors designated by the city
1 27 councils of the cities in the county.
1 28 d. The administrator of the department of human
1 29 services' local office in the county.
1 30 e. The administrator of public health service in
1 31 the county.
1 32 2. The county office of the Iowa cooperative
1 33 extension service in agriculture and home economics
1 34 shall provide a training session for the meeting. The
1 35 training session shall be held within 45 days of the
1 36 effective date of this Act. The persons invited to
1 37 the meeting may designate an initial community
1 38 empowerment area or areas and identify the initial
1 39 community empowerment board for a designated community
1 40 empowerment area. Subsequent to designation of the
1 41 initial board, the ongoing membership shall be
1 42 determined by the board itself in accordance with
1 43 applicable law and any requirements adopted by the
1 44 Iowa empowerment board.
1 45 3. A community empowerment area designated and
1 46 board identified in accordance with this section shall
1 47 be designated and created on or before July 1, 1998,
1 48 or within 45 days of the effective date of this Act,
1 49 whichever is later. A community empowerment area
1 50 designated or board created after July 1, 1998, or
2 1 within 45 days of the effective date of this Act,
2 2 whichever is later, shall be designated or created in
2 3 accordance with the requirements developed for these
2 4 purposes by the Iowa empowerment board."
