  1  1    Amend Senate File 2366 as follows:
  1  2    #1.  Page 1, by inserting after line 30 the
  1  3 following:
  1  4    "Sec. ___.  NEW SECTION.  256.17  TEACHER
  1  5 INTERNSHIP PROGRAM.
  1  6    1.  The state board of education shall establish
  1  7 and implement a program approval process by July 1,
  1  8 1999, for a teacher internship program.  An internship
  1  9 program shall, at a minimum, include the following:
  1 10    a.  A one-year teaching experience conducted in a
  1 11 collaborating school district.
  1 12    b.  Application of best practices in diverse
  1 13 settings and diverse student needs under the
  1 14 mentorship of selected district teachers and
  1 15 postsecondary personnel.
  1 16    c.  Seminars and special projects designed to meet
  1 17 an intern's needs.
  1 18    d.  Support by master teachers.
  1 19    e.  Opportunity to complete coursework toward a
  1 20 master's degree.
  1 21    2.  A school district shall be paid a state subsidy
  1 22 in the amount of four thousand dollars for each intern
  1 23 enrolled in an approved internship program, which may
  1 24 in part be used to pay the cost of providing district
  1 25 teachers as mentors.  Not more than five percent of
  1 26 the total district subsidy for an internship program
  1 27 may be used for indirect costs.
  1 28    3.  A teacher internship fund is established in the
  1 29 office of the treasurer of state to be administered by
  1 30 the department.  Moneys appropriated by the general
  1 31 assembly for deposit in the fund shall be paid to
  1 32 school districts pursuant to the requirements of this
  1 33 section and shall be expended only to pay for the
  1 34 costs of the program pursuant to this section,
  1 35 including the costs of the employer's share of federal
  1 36 social security and Iowa public employees' retirement
  1 37 system contributions, or a pension and annuity
  1 38 retirement system established under chapter 294, for
  1 39 such amounts paid by the districts.
  1 40    4.  There is appropriated from the general fund of
  1 41 the state to the department of education for the
  1 42 fiscal year beginning July 1, 1998, and each
  1 43 succeeding fiscal year, the sum of one million five
  1 44 hundred thousand dollars for purposes of the teacher
  1 45 internship program."
  1 46    #2.  Page 16, by inserting after line 25 the
  1 47 following:
  1 48    "Sec. ___.  Section 272.2, Code 1997, is amended by
  1 49 adding the following new subsection:
  1 50    NEW SUBSECTION.  16.  In addition to the licensing
  2  1 authority under subsection 1, establish a license for
  2  2 practitioners who have completed an approved teacher
  2  3 internship program as established pursuant to section
  2  4 256.17."
  2  5    #2.  By renumbering, relettering, and redesignating
  2  6 as necessary.
