  1  1    Amend Senate File 2366 as follows:
  1  2    #1.  Page 13, by inserting after line 16 the
  1  3 following:
  1  4    "Sec. 100.  Section 257.6, subsection 5, Code 1997,
  1  5 is amended to read as follows:
  1  6    5.  WEIGHTED ENROLLMENT.  Weighted enrollment is
  1  7 the budget enrollment plus the district's additional
  1  8 enrollment because of special education calculated on
  1  9 December 1 of the base year plus additional pupils
  1 10 added due to the application of the supplementary
  1 11 weighting pursuant to sections 257.11 and 257.13.
  1 12    Weighted enrollment for special education support
  1 13 services costs is equal to the weighted enrollment
  1 14 minus the additional pupils added due to the
  1 15 application of the supplementary weighting.
  1 16    Sec. 101.  NEW SECTION.  257.13  CLASS SIZE
  1 17 REDUCTION WEIGHTING PROGRAM.
  1 18    1.  There is established a class size reduction
  1 19 weighting program to provide additional funds for
  1 20 school districts that develop a class size reduction
  1 21 plan.  To be eligible for supplementary weighting as
  1 22 provided in this section, a school district shall
  1 23 submit annually by April 15 of the base year to the
  1 24 department of education a plan which includes, at a
  1 25 minimum, the goals of reducing class size in
  1 26 kindergarten and grades one through three, instituting
  1 27 professional development to assist teachers in
  1 28 teaching challenging curricula more effectively, and
  1 29 engaging parents, teachers, school administrators, and
  1 30 students in the achievement of the shared goal of
  1 31 raising student achievement levels.  In addition, the
  1 32 plan shall provide for methods for measuring student
  1 33 achievement and progress.
  1 34    2.  A pupil enrolled in a school district that
  1 35 meets the requirements of subsection 1, and who is
  1 36 assigned to a self-contained classroom in which the
  1 37 student-to-teacher ratio is not more than fifteen
  1 38 students to one teacher, or the equivalent in a school
  1 39 that utilizes team teaching methods, and who is
  1 40 receiving at a minimum the grade-appropriate
  1 41 educational program provided in accordance with
  1 42 section 256.11, is assigned a supplementary weighting
  1 43 of two-tenths, which is in addition to any weighting
  1 44 received under section 257.6, if the pupil is enrolled
  1 45 in and attending the following:
  1 46    a.  Full-day kindergarten, or a combined
  1 47 kindergarten and grade one program, in the fiscal year
  1 48 beginning July 1, 1998, or in a succeeding fiscal
  1 49 year.
  1 50    b.  Full-day kindergarten, a combined kindergarten
  2  1 and grade one program, or grade one in the fiscal year
  2  2 beginning July 1, 1999, or in a succeeding fiscal
  2  3 year.
  2  4    c.  Full-day kindergarten, a combined kindergarten
  2  5 and grade one program, grade one, or grade two in the
  2  6 fiscal year beginning July 1, 2000, or in a succeeding
  2  7 fiscal year.
  2  8    d.  Full-day kindergarten, a combined kindergarten
  2  9 and grade one program, grade one, grade two, or grade
  2 10 three in the fiscal year beginning July 1, 2001, or in
  2 11 a succeeding fiscal year.
  2 12    3.  A school district shall provide a separate
  2 13 accounting of the pupils eligible for supplemental
  2 14 weighting in accordance with this section, when
  2 15 certifying its actual enrollment to the department of
  2 16 education."
  2 17    #2.  Page 25, by inserting after line 33 the
  2 18 following:
  2 19    "Sec. 102.  Section 298.2, subsection 2, Code
  2 20 Supplement 1997, is amended to read as follows:
  2 21    2.  If the electors of a school district have
  2 22 authorized a voter-approved physical plant and
  2 23 equipment levy not exceeding sixty-seven cents per
  2 24 thousand dollars of assessed valuation in the district
  2 25 prior to July 1, 1997, the levy shall continue for the
  2 26 period authorized under the voter-approved levy, and
  2 27 the maximum levy that can be authorized by the
  2 28 electors under the voter-approved levy on or after
  2 29 July 1, 1997, under this section, is an additional
  2 30 sixty-seven cents in accordance with subsection 1, or
  2 31 an additional ninety-two cents in accordance with
  2 32 subsections 1 and 7, for a period to coincide with the
  2 33 period for which the initial physical plant and
  2 34 equipment levy in the district was approved.
  2 35    Sec. 103.  Section 298.2, Code Supplement 1997, is
  2 36 amended by adding the following new subsection:
  2 37    NEW SUBSECTION.  7.  Notwithstanding subsection 1,
  2 38 the voter-approved physical plant and equipment levy
  2 39 in a school district may exceed the one dollar and
  2 40 thirty-four cents per thousand dollars of assessed
  2 41 valuation limit by twenty-five cents if the levy
  2 42 exceeding one dollar and thirty-four cents per
  2 43 thousand dollars of assessed valuation is established
  2 44 by a school district that has developed a class size
  2 45 reduction plan pursuant to section 257.13.  The
  2 46 revenue from the levy of twenty-five cents above the
  2 47 limits provided for in subsections 1 and 2 shall be
  2 48 used for purposes of facilities-related costs
  2 49 associated with reducing class size in kindergarten
  2 50 and grades one through three."
  3  1    #3.  Page 26, by inserting after line 24 the
  3  2 following:
  3  3    "Sec. ___.  Sections 100, 101, 102, and 103 of this
  3  4 Act, relating to class size reduction, take effect
  3  5 July 1, 1998, for computations required for the school
  3  6 year beginning July 1, 1999."
  3  7    #4.  By renumbering, relettering, and redesignating
  3  8 as necessary.
