1 7 "___. ADVANCE FUNDING FOR AID TO NON-ENGLISH
1 8 SPEAKING PUPILS. For any fiscal year beginning on or
1 9 after July 1, 1997, there is appropriated from the
1 10 general fund of the state to the department of
1 11 education for allocation by the school budget review
1 12 committee, an amount necessary to be distributed as
1 13 supplemental aid to a district that is located within
1 14 ten miles of a beef processing plant, if the district
1 15 applies to the school budget review committee and has
1 16 unusual need for advance funding to provide a program
1 17 or other special assistance to non-English speaking
1 18 pupils. The supplemental aid distributed under this
1 19 paragraph shall be miscellaneous income and shall not
1 20 be included in district cost."
