1 3 #1. Page 21, by inserting after line 19 the
1 4 following:
1 5 "Sec. ___. NEW SECTION. 257.13 ADVANCE FOR
1 6 INCREASING ENROLLMENT.
1 7 1. If a district's actual enrollment for the
1 8 budget year, determined under section 257.6, is
1 9 greater than its budget enrollment for the budget
1 10 year, the district is granted an advance from the
1 11 state equal to its regular program district cost per
1 12 pupil for the budget year multiplied by the difference
1 13 between the actual enrollment for the budget year and
1 14 the budget enrollment for the budget year. The
1 15 advance is miscellaneous income to the district.
1 16 2. If a district receives an advance under this
1 17 section for a budget year, the department of
1 18 management shall determine the amount of the advance
1 19 which would have been generated by local property tax
1 20 revenues if the actual enrollment for the budget year
1 21 had been used in determining district cost for that
1 22 budget year. The department of management shall
1 23 reduce, but not by more than the amount of the
1 24 advance, the district's total state school aids
1 25 otherwise available under this chapter for the next
1 26 following budget year by the amount so determined, and
1 27 shall increase the district's additional property tax
1 28 levy for the next following budget year by the amount
1 29 necessary to compensate for the reduction in state
1 30 aid, so that the local property tax for the next
1 31 following year will be increased only by the amount
1 32 which it would have been increased in the budget year
1 33 if the enrollment calculated in this section could
1 34 have been used to establish the levy.
1 35 3. There is appropriated each fiscal year from the
1 36 general fund of the state to the department of
1 37 education the amount required to pay advances
1 38 authorized under this section, which shall be paid to
1 39 school districts in monthly installments beginning on
1 40 December 15 and ending on June 15 of a budget year."
