  1  2    #1.  Page 2, line 15, by inserting after the word
  1  3 "receipts." the following:  "The equitable
  1  4 distribution of the surcharge shall be based upon the
  1  5 utilization of the system for each E911 service area
  1  6 and the use of the system by the Iowa department of
  1  7 public safety, as measured by the number of calls for
  1  8 each jurisdiction."
