1 2 amended, passed, and reprinted by the Senate, as
1 3 follows:

1 8 "Sec. . Section 99F.6, subsection 4, paragraph
1 9 a, Code 1997, is amended to read as follows:
1 10 a. Before a license is granted, the division of
1 11 criminal investigation of the department of public
1 12 safety shall conduct a thorough background
1 13 investigation of the applicant for a license to
1 14 operate a gambling game operation on an excursion
1 15 gambling boat. The applicant shall provide
1 16 information on a form as required by the division of
1 17 criminal investigation. A qualified sponsoring
1 18 organization licensed to operate gambling games under
1 19 this chapter shall distribute the receipts of all
1 20 gambling games, less reasonable expenses, charges,
1 21 taxes, fees, and deductions allowed under this
1 22 chapter, as winnings to players or participants or
1 23 shall distribute the receipts for educational, civic,
1 24 public, charitable, patriotic, or religious uses as
1 25 defined in section 99B.7, subsection 3, paragraph "b".
1 26 However, if a licensee who is also licensed to conduct
1 27 pari-mutuel wagering at a horse racetrack has unpaid
1 28 debt from the pari-mutuel racetrack operations, the
1 29 first receipts of the gambling games operated within
1 30 the racetrack enclosure less reasonable operating
1 31 expenses, taxes, and fees allowed under this chapter
1 32 shall be first used to pay the annual indebtedness.
1 33 The commission shall authorize, subject to the debt
1 34 payments for horse racetracks and the provisions of
1 35 paragraph "b" for dog racetracks, a licensee who is
1 36 also licensed to conduct pari-mutuel dog or horse
1 37 racing to use receipts from gambling games within the
1 38 racetrack enclosure to supplement purses for races
1 39 particularly for Iowa-bred horses pursuant to an
1 40 agreement which shall be negotiated between the
1 41 licensee and representatives of the dog or horse
1 42 owners. For a licensee who is also licensed to
1 43 conduct pari-mutuel horse racing, the supplement to
1 44 the horse race purses shall be an amount equal to
1 45 fifteen percent of the annual adjusted gross receipts
1 46 received from gambling games and, of the total sum
1 47 allocated to supplement horse race purses, twenty
1 48 percent shall be used to supplement the purses of
1 49 Iowa-bred horses and one hundred thousand dollars
1 50 shall be appropriated from the supplement to Iowa
2 1 state university for the fiscal year beginning July 1,
2 2 1997, for horse racing research. A qualified
2 3 sponsoring organization shall not make a contribution
2 4 to a candidate, political committee, candidate's
2 5 committee, state statutory political committee, county
2 6 statutory political committee, national political
2 7 party, or fund-raising event as these terms are
2 8 defined in section 56.2. The membership of the board
2 9 of directors of a qualified sponsoring organization
2 10 shall represent a broad interest of the communities.""
