  1  1    Amend Senate File 541 as follows:
  1  2    #1.  Page 2, line 8, by striking the words "two
  1  3 years" and inserting the following:  "twenty-four
  1  4 months of age".
  1  5    #2.  Page 2, line 9, by striking the words "two
  1  6 years" and inserting the following:  "twenty-four
  1  7 months".
  1  8    #3.  Page 2, line 14, by striking the words "two
  1  9 years" and inserting the following:  "twenty-four
  1 10 months".
  1 11    #4.  Page 3, line 9, by striking the words "two
  1 12 years" and inserting the following:  "twenty-four
  1 13 months".
  1 14    #5.  Page 7, line 14, by striking the word "four"
  1 15 and inserting the following:  "six".
  1 16    #6.  Page 8, by inserting after line 2 the
  1 17 following:
  1 18    "Sec.    .  EMERGENCY RULES.  The department of
  1 19 human services may adopt administrative rules under
  1 20 section 17A.4, subsection 2, and section 17A.5,
  1 21 subsection 2, paragraph "b", to implement the
  1 22 provisions of this Act and the rules shall become
  1 23 effective immediately upon filing, unless the
  1 24 effective date is delayed by the administrative rules
  1 25 review committee, notwithstanding section 17A.4,
  1 26 subsection 5, and section 17A.8, subsection 9, or a
  1 27 later effective date is specified in the rules.  Any
  1 28 rules adopted in accordance with this section shall
  1 29 not take effect before the rules are reviewed by the
  1 30 administrative rules review committee.  Any rules
  1 31 adopted in accordance with the provisions of this
  1 32 section shall also be published as a notice of
  1 33 intended action as provided in section 17A.4."
