PAG LIN 1 1 Amend Senate File 549 as follows: 1 2 #1. Page 21, by inserting after line 2 the 1 3 following: 1 4 "Sec. . NEW SECTION. 256.57 ENRICH IOWA 1 5 PROGRAM INTENT FUNDING. 1 6 1. The general assembly finds and declares that 1 7 the public library is at the heart of each community, 1 8 an integral component in this state's education 1 9 system, and an invaluable source of wisdom and 1 10 knowledge for this state's lifelong learners. It is 1 11 therefore in the interest of the citizens of Iowa that 1 12 a comprehensive initiative be undertaken to reduce 1 13 inequities in library services throughout the state 1 14 and provide public libraries with the funds necessary 1 15 to meet the present and future needs of this state's 1 16 citizens. 1 17 2. There is appropriated from the general fund of 1 18 the state to the department of education for each 1 19 fiscal year the sum of three million dollars, which 1 20 shall be allocated to the division of libraries and 1 21 information services for the following purposes and in 1 22 the following amounts: 1 23 a. Of the funds allocated each year, the division 1 24 shall distribute one million eight hundred thousand 1 25 dollars to eligible public libraries that comply with 1 26 the standards set forth in the in service to Iowa: 1 27 public library measures of quality publication adopted 1 28 by the commission of libraries. The amount 1 29 distributed to each eligible public library shall be 1 30 based upon the following: 1 31 (1) The level at which the eligible public library 1 32 complies with the in service to Iowa publication 1 33 adopted by the commission of libraries. 1 34 (2) The number of people residing within an 1 35 eligible library's geographic area and for whom the 1 36 library was established. 1 37 (3) The amount of funding the eligible public 1 38 library received in the previous fiscal year for 1 39 service to rural residents and to contracting 1 40 communities. 1 41 Moneys received by a public library under this 1 42 paragraph shall supplement, not supplant, local 1 43 funding. 1 44 b. For purposes of technology development, 1 45 coordination of technology, and resource sharing by 1 46 the state and regional libraries, resulting in 1 47 equitable access to library resources, the sum of six 1 48 hundred fifty thousand dollars to be used by the 1 49 division of libraries and information services. 1 50 Moneys allocated under this subsection shall also be 2 1 used to extend the availability of statewide on-line 2 2 databases using the Internet and information 2 3 resources. Moneys allocated to the division in this 2 4 paragraph may be distributed to regional libraries. 2 5 c. For purposes of establishing a grant program 2 6 administered by the division, the sum of four hundred 2 7 fifty thousand dollars. The division shall award 2 8 grants on a competitive basis to eligible public 2 9 libraries that submit to the division plans for 2 10 innovative technologies and services, cooperative 2 11 alliances between libraries, or for physical library 2 12 facilities enhancement. An application submitted 2 13 shall also contain a commitment of at least a dollar- 2 14 for-dollar match of the grant assistance. The 2 15 division shall appoint an advisory committee for 2 16 purposes of recommending priorities and criteria for 2 17 the awarding of grants under this paragraph. The 2 18 advisory committee shall submit its report and 2 19 recommendations annually to the state librarian and 2 20 the commission of libraries by August 15. 2 21 d. For purposes of administering the enrich Iowa 2 22 program, and assisting eligible public libraries to 2 23 obtain funding under the program, the sum of one 2 24 hundred thousand dollars. 2 25 3. For purposes of this section, "eligible public 2 26 library" means a public library that meets at least 2 27 all of the following requirements: 2 28 a. Submits to the division of libraries and 2 29 information services all of the following: 2 30 (1) The report provided for under section 256.51, 2 31 subsection 1, paragraph "h". 2 32 (2) An application and report form for 2 33 accreditation that provides evidence of the library's 2 34 compliance with at least one level of the standards 2 35 established in accordance with section 256.51, 2 36 subsection 1, paragraph "k". 2 37 (3) Any other application or report the division 2 38 deems necessary for the implementation of this 2 39 program. 2 40 b. Participates in the library resource and 2 41 information sharing programs established by the state 2 42 library. 2 43 4. By January 15 of each year, the division shall 2 44 submit a program evaluation report to the general 2 45 assembly and the governor detailing the uses and the 2 46 impacts of funds appropriated under this section. 2 47 5. Notwithstanding section 8.33, unencumbered or 2 48 unobligated funds remaining on June 30 of the fiscal 2 49 year for which the funds were appropriated shall not 2 50 revert but shall be available for expenditure for the 3 1 following fiscal year for purposes of this section." 3 2 #2.
