PAG LIN 1 1 Amend Senate File 549 as follows: 1 2 #1. Page 24, by inserting after line 20 the 1 3 following: 1 4 "Sec. . NEW SECTION. 261.22 IOWA WINS 1 5 SCHOLARSHIP PROGRAM APPROPRIATION. 1 6 1. Subject to an appropriation of sufficient funds 1 7 by the general assembly, there is established an Iowa 1 8 wins scholarship program to be administered by the 1 9 college student aid commission. A resident of this 1 10 state who graduated, or within one year will graduate, 1 11 from an accredited secondary school in this state and 1 12 who has been admitted to or is attending as a full- 1 13 time or part-time student an institution of higher 1 14 education under the state board of regents, a 1 15 community college, an accredited private institution 1 16 as defined in section 261.9, subsection 1, or a 1 17 postsecondary institution that meets the requirements 1 18 of chapter 261B, is eligible for the following 1 19 scholarship amounts: 1 20 a. Up to two thousand dollars if the person ranked 1 21 in the upper twenty-five percent of their secondary 1 22 school class at the end of grade twelve. 1 23 b. Up to one thousand dollars for all other 1 24 graduates of accredited secondary schools in this 1 25 state. 1 26 2. By June 30 of the school year in which a 1 27 student completes grade twelve, each accredited public 1 28 and nonpublic secondary school in Iowa shall include 1 29 in the student's transcript the student's class 1 30 percentile rank. 1 31 3. A person who meets the qualifications of 1 32 subsection 1 may apply to the commission for an Iowa 1 33 wins scholarship at any time within one year following 1 34 the person's graduation from an accredited secondary 1 35 school in this state. However, once approved for a 1 36 scholarship under this section, the person may receive 1 37 Iowa wins scholarship moneys for not more than twelve 1 38 months. 1 39 4. The amount of an Iowa wins scholarship shall 1 40 not exceed the total tuition and mandatory fees for 1 41 attending a postsecondary institution as provided in 1 42 subsection 1. 1 43 5. Scholarship moneys may be awarded for full-time 1 44 or part-time study during the fall, spring, or summer 1 45 semesters, or the trimester or quarter equivalent. 1 46 6. The commission shall administer this program 1 47 and shall do all of the following: 1 48 a. Provide application forms for distribution to 1 49 students by Iowa high schools. 1 50 b. Adopt rules for determining financial need, 2 1 defining residence for the purposes of this section, 2 2 and for processing and approving applications for 2 3 scholarships. 2 4 c. Make an annual report to the governor and 2 5 general assembly. 2 6 7. Each applicant, in accordance with the rules 2 7 established by the commission, shall do all of the 2 8 following: 2 9 a. Complete and file an application for an Iowa 2 10 wins scholarship. 2 11 b. Report promptly to the commission any necessary 2 12 information requested by the commission. 2 13 8. If a recipient of scholarship moneys issued in 2 14 accordance with this section is dismissed or withdraws 2 15 from the postsecondary institution before completion 2 16 of the term, the award, or the portion of the award 2 17 that conforms with that institution's accepted policy 2 18 of refunds, shall be refunded to the commission. 2 19 9. There is appropriated annually from the general 2 20 fund of the state to the college student aid 2 21 commission an amount sufficient to carry out the 2 22 provisions of this section." 2 23 #2.
