1 3 #1. Page 34, by inserting before line 15 the
1 4 following:
1 5 "No absentee ballot application shall be
1 6 preaddressed or printed with instructions to send the
1 7 ballot to anyone other than the voter."
1 8 #2. Page 34, by inserting before line 15 the
1 9 following:
1 10 "Sec. ___. Section 53.8, subsection 1, Code 1997,
1 11 is amended to read as follows:
1 12 1. Upon receipt of an application for an absentee
1 13 ballot and immediately after the absentee ballots are
1 14 printed, the commissioner shall mail an absentee
1 15 ballot to the applicant within twenty-four hours,
1 16 except as otherwise provided in subsection 3. The
1 17 ballot shall be mailed to the applicant at the address
1 18 listed on the applicant's voter registration, unless
1 19 the applicant indicates that the applicant is away
1 20 from the county. The absentee ballot shall be
1 21 enclosed in an unsealed envelope bearing a serial
1 22 number and affidavit. The absentee ballot and
1 23 unsealed envelope shall be enclosed in or with a
1 24 carrier envelope which bears the same serial number as
1 25 the unsealed envelope. The absentee ballot, unsealed
1 26 envelope, and carrier envelope shall be enclosed in a
1 27 third envelope to be sent to the registered voter."
1 28 #3. Page 34, by inserting before line 15 the
1 29 following:
1 30 "Sec. ___. NEW SECTION. 53.9 PROHIBITED PERSONS.
1 31 No person required to file reports under chapter
1 32 56, and no person acting as an actual or implied agent
1 33 for a person required to file reports under chapter
1 34 56, shall receive absentee ballots on behalf of
1 35 voters."
