1 5 "Starting in the fiscal year beginning July 1,
1 6 1997, the department shall annually study the effects
1 7 supplementing horse race purses with a percentage of
1 8 annual adjusted gross receipts received from gambling
1 9 games pursuant to section 99F.6 has on thoroughbred
1 10 breeders and owners in Iowa. The department shall
1 11 file a report providing the findings of the study to
1 12 the general assembly no later than January 15 of each
1 13 year starting in the fiscal year beginning July l,
1 14 1998."

1 16 following:
1 17 "Sec. . Section 99F.6, subsection 4, paragraph
1 18 a, Code 1997, is amended to read as follows:
1 19 a. Before a license is granted, the division of
1 20 criminal investigation of the department of public
1 21 safety shall conduct a thorough background
1 22 investigation of the applicant for a license to
1 23 operate a gambling game operation on an excursion
1 24 gambling boat. The applicant shall provide
1 25 information on a form as required by the division of
1 26 criminal investigation. A qualified sponsoring
1 27 organization licensed to operate gambling games under
1 28 this chapter shall distribute the receipts of all
1 29 gambling games, less reasonable expenses, charges,
1 30 taxes, fees, and deductions allowed under this
1 31 chapter, as winnings to players or participants or
1 32 shall distribute the receipts for educational, civic,
1 33 public, charitable, patriotic, or religious uses as
1 34 defined in section 99B.7, subsection 3, paragraph "b".
1 35 However, if a licensee who is also licensed to conduct
1 36 pari-mutuel wagering at a horse racetrack has unpaid
1 37 debt from the pari-mutuel racetrack operations, the
1 38 first receipts of the gambling games operated within
1 39 the racetrack enclosure less reasonable operating
1 40 expenses, taxes, and fees allowed under this chapter
1 41 shall be first used to pay the annual indebtedness.
1 42 The commission shall authorize, subject to the debt
1 43 payments for horse racetracks and the provisions of
1 44 paragraph "b" for dog racetracks, a licensee who is
1 45 also licensed to conduct pari-mutuel dog or horse
1 46 racing to use receipts from gambling games within the
1 47 racetrack enclosure to supplement purses for races
1 48 particularly for Iowa-bred horses pursuant to an
1 49 agreement which shall be negotiated between the
1 50 licensee and representatives of the dog or horse
2 1 owners. For a licensee who is also licensed to
2 2 conduct pari-mutuel horse racing, the supplement to
2 3 the horse race purses shall be an amount equal to
2 4 fifteen percent of the annual adjusted gross receipts
2 5 received from gambling games and, of the total sum
2 6 allocated to supplement horse race purses, twenty
2 7 percent shall be used to supplement the purses of
2 8 Iowa-bred horses. A qualified sponsoring organization
2 9 shall not make a contribution to a candidate,
2 10 political committee, candidate's committee, state
2 11 statutory political committee, county statutory
2 12 political committee, national political party, or
2 13 fund-raising event as these terms are defined in
2 14 section 56.2. The membership of the board of
2 15 directors of a qualified sponsoring organization shall
2 16 represent a broad interest of the communities."
