1 3 #1. Page 3, by inserting after line 2 the
1 4 following:
1 5 "As a condition on the use of any portion of the
1 6 appropriation made under this lettered paragraph for
1 7 making awards from the community economic betterment
1 8 program account, the department shall provide that
1 9 awards under the community economic betterment program
1 10 of $500,000 or more must be made to businesses able to
1 11 pay at least 130 percent of the average county wage,
1 12 shall review the wage cap in high-wage counties and
1 13 provide that the wage cap is tied to an appropriate
1 14 inflator for determining eligibility for awards, and
1 15 shall provide, in addition to all other existing
1 16 requirements for awards from the community economic
1 17 betterment program account, that the remaining 10
1 18 percent of the funds shall be transferred by the
1 19 department to other programs within the strategic
1 20 investment fund and used for purposes other than the
1 21 community economic betterment program if, after 90
1 22 percent of funds in the account have been obligated
1 23 for the fiscal year, either of the following
1 24 conditions have not been met:
1 25 (1) All projects approved have starting wages not
1 26 less than 100 percent of the lesser of either the
1 27 average county wage or the average regional wage, as
1 28 compiled annually by the department for the community
1 29 economic betterment program. For the purposes of this
1 30 lettered paragraph, the average regional wage shall be
1 31 compiled based upon the service delivery areas in
1 32 section 84B.2.
1 33 (2) The average starting wage for the businesses
1 34 for which the awards were made under the program shall
1 35 exceed 100 percent of the statewide average wage."
