  1  1    Amend Senate File 529 as follows:
  1  2    #1.  Page 20, by inserting after line 12 the
  1  3 following:
  1  4    "It is the intent of the general assembly that the
  1  5 secretary of state shall not expend public funds to
  1  6 inform or attempt to persuade the general public or
  1  7 interest groups on legislative issues except for those
  1  8 legislative issues which directly affect the office of
  1  9 secretary of state."
