  1  1    Amend Senate File 473 as follows:
  1  2    #1.  Page 2, by striking lines 22 through 24 and
  1  3 inserting the following:
  1  4    "3.  a.  A person who owns an interest in land
  1  5 within a designated agricultural drainage well area
  1  6 shall not be eligible to participate in the program,
  1  7 if the person is any of the following:
  1  8    (1)  A party to a pending legal or administrative
  1  9 action, including a contested case proceeding under
  1 10 chapter 17A, relating to an alleged violation
  1 11 involving an animal feeding operation as regulated by
  1 12 the department of natural resources, regardless of
  1 13 whether the pending action is brought by the
  1 14 department or the attorney general.
