1 1 Amend Senate File 189 as follows:
1 2 #1. Page 1, by inserting before line 1 the
1 3 following:
1 4 "Section 1. NEW SECTION. 257.13 ADVANCE FOR
1 5 INCREASING ENROLLMENT.
1 6 If a district's actual enrollment for the budget
1 7 year, determined under section 257.6, is greater than
1 8 its budget enrollment for the budget year, the
1 9 district is granted an advance from the state equal to
1 10 its regular program district cost per pupil for the
1 11 budget year multiplied by the difference between the
1 12 actual enrollment for the budget year and the budget
1 13 enrollment for the budget year. The advance is
1 14 miscellaneous income to the district.
1 15 If a district receives an advance under this
1 16 section for a budget year, the department of
1 17 management shall determine the amount of the advance
1 18 which would have been generated by local property tax
1 19 revenues if the actual enrollment for the budget year
1 20 had been used in determining district cost for that
1 21 budget year. The department of management shall
1 22 reduce, but not by more than the amount of the
1 23 advance, the district's total state school aids
1 24 otherwise available under this chapter for the next
1 25 following budget year by the amount so determined, and
1 26 shall increase the district's additional property tax
1 27 levy for the next following budget year by the amount
1 28 necessary to compensate for the reduction in state
1 29 aid, so that the local property tax for the next
1 30 following year will be increased only by the amount
1 31 which it would have been increased in the budget year
1 32 if the enrollment calculated in this section could
1 33 have been used to establish the levy.
1 34 There is appropriated each fiscal year from the
1 35 general fund of the state to the department of
1 36 education the amount required to pay advances
1 37 authorized under this section, which shall be paid to
1 38 school districts in monthly installments beginning on
1 39 December 15 and ending on June 15 of a budget year."
1 40 #2. Title page, line 1, by inserting after the
1 41 word "Act" the following: "relating to school finance
1 42 by providing a formula to fund costs resulting from
1 43 increased student enrollment and".
1 44 #3. Title page, line 2, by inserting after the
1 45 word "years," the following: "making an
1 46 appropriation,".
1 47 #4. By renumbering as necessary.
