  1  1    Amend House Concurrent Resolution 5, as passed by
  1  2 the House, as follows:
  1  3    #1.  Page 10, line 10, by inserting after the word
  1  4 "house." the following:  "To be considered within the
  1  5 subject matter content any proposed amendment must be
  1  6 relevant, appropriate, and in a natural and logical
  1  7 sequence to the subject matter of the bill as passed
  1  8 by the house of origin or as amended by the second
  1  9 house."
