PAG LIN 1 1 SENATE/HOUSE CONCURRENT RESOLUTION NO. ___ 1 2 BY (PROPOSED COMMITTEE ON APPROPRIATIONS 1 3 CONCURRENT RESOLUTION BY JOINT APPROPRIATIONS 1 4 SUBCOMMITTEE ON HUMAN SERVICES) 1 5 A Concurrent Resolution affirming the efforts of the 1 6 child welfare services work group established by 1 7 the Legislative Council, requesting approval for 1 8 continuance of the work group, and requesting that 1 9 leadership of the General Assembly work with the 1 10 Governor and Iowa's congressional delegation in 1 11 developing a memorandum of understanding with the 1 12 federal government. 1 13 WHEREAS, the state of Iowa has been a leader 1 14 nationally in developing comprehensive, community- 1 15 based services in child welfare and juvenile justice 1 16 through projects for decategorization of the funding 1 17 for these services; and 1 18 WHEREAS, the state of Iowa has been a leader 1 19 nationally in employing managed care approaches to 1 20 provide behavioral health and substance abuse 1 21 treatment services to the state's Medicaid population; 1 22 and 1 23 WHEREAS, the state of Iowa seeks to continue its 1 24 leadership in developing a well-managed and integrated 1 25 system of care for children and families that is 1 26 community-based, flexible, and holistic across child 1 27 welfare, juvenile justice, behavioral health, and 1 28 substance abuse treatment systems; and 1 29 WHEREAS, the General Assembly recognizes that 1 30 developing and implementing such a system will require 2 1 the commitment and participation of a broad range of 2 2 Iowa organizations and individuals and the involvement 2 3 of federal officials; and 2 4 WHEREAS, the child welfare services work group 2 5 established by the Legislative Council in the fall of 2 6 1997 represents a broad-based planning group to 2 7 achieve these ends; and 2 8 WHEREAS, the work group has identified a vision for 2 9 obtaining accountability from an integrated system of 2 10 care involving alternative means of capitating costs 2 11 and has provided a series of recommendations and 2 12 planning activities needed to develop the system of 2 13 care; NOW THEREFORE, 2 14 BE IT RESOLVED BY THE SENATE/HOUSE, THE 2 15 SENATE/HOUSE CONCURRING, That the General Assembly 2 16 affirms the vision of the child welfare services work 2 17 group established by the Legislative Council and 2 18 recognizes the need to move forward on the work group 2 19 recommendations; and 2 20 BE IT FURTHER RESOLVED, That the Legislative 2 21 Council is requested to act immediately to reauthorize 2 22 the child welfare services work group to continue 2 23 planning and implementation activities, to add members 2 24 of the General Assembly to the work group, and to 2 25 require a final report to the chairpersons and ranking 2 26 members of the Joint Appropriations Subcommittee on 2 27 Human Services on or before January 1, 1999; and 2 28 BE IT FURTHER RESOLVED, That the leadership of the 2 29 General Assembly is requested to work with the 2 30 Governor and the leadership of the United States 3 1 Congress to develop a memorandum of understanding with 3 2 federal officials to continue federal participation 3 3 with the state in this endeavor. 3 4 LSB 4180JA 77 3 5 jp/sc/14
