1 1 Section 1. NEW SECTION. 260A.1 COMMUNITY COLLEGE
1 2 VOCATIONAL-TECHNICAL TECHNOLOGY IMPROVEMENT APPROPRIATION.
1 3 1. There is appropriated from the rebuild Iowa
1 4 infrastructure fund established in section 8.57, to the
1 5 department of education for each fiscal year of the fiscal
1 6 period beginning July 1, 1997, and ending June 30, 2001, the
1 7 sum of two million five hundred thousand dollars for the
1 8 community college vocational-technical technology improvement
1 9 program.
1 10 2. Moneys appropriated in subsection 1 shall be allocated
1 11 to each community college by the department of education in a
1 12 proportion that is based upon the number of full-time and
1 13 full-time equivalent students enrolled in each community
1 14 college's vocational-technical programs compared to the total
1 15 number of full-time and full-time equivalent students enrolled
1 16 in all community colleges' vocational-technical programs.
1 17 Each community college shall certify to the department of
1 18 education by October 1 and February 1 the number of full-time
1 19 and full-time equivalent students enrolled in the community
1 20 college's vocational-technical programs. The state board of
1 21 education shall adopt rules defining "full-time equivalent
1 22 students" for purposes of this section.
1 23 3. For each year in which an appropriation is made to the
1 24 community college vocational-technical technology improvement
1 25 program, the department of education shall notify the
1 26 department of revenue and finance of the amount to be paid to
1 27 each community college based upon the allocation criteria set
1 28 forth for the appropriation pursuant to subsection 2.
1 29 Allocations to each community college under this section shall
1 30 be made in one payment on or about October 15 and one payment
1 31 on or about February 15 of the fiscal year in which the
1 32 appropriation is made, taking into consideration the relative
1 33 budget and cash position of the state resources.
1 34 4. Moneys received by a community college under this
1 35 section shall not be commingled with general state financial
2 1 aid, including financial aid to merged areas in lieu of
2 2 personal property tax replacement payments under section
2 3 427A.13, to merged areas as defined in section 260C.2, and
2 4 including moneys received for vocational education programs in
2 5 accordance with chapters 258 and 260C. Payments made to a
2 6 community college shall be accounted for by the community
2 7 college separately from other state aid payments. Each
2 8 community college shall maintain a separate listing within its
2 9 budget accounting for payments received and expenditures made
2 10 pursuant to this section and section 260A.3.
2 11 5. Moneys received under this section shall supplement,
2 12 not supplant, the moneys each community college budgets for
2 13 technology. A community college shall not be eligible for
2 14 funds under this section unless the community college, without
2 15 including moneys received under this section, maintains the
2 16 same average amount of expenditure for technology per year as
2 17 the community college maintains during the fiscal period
2 18 beginning July 1, 1994, and ending June 30, 1997.
2 19 6. Moneys received under this section shall not be used
2 20 for payment of any collective bargaining agreement or
2 21 arbitrator's decision negotiated or awarded under chapter 20.
2 22 Sec. 2. NEW SECTION. 260A.2 COMMUNITY COLLEGE
2 23 VOCATIONAL-TECHNICAL TECHNOLOGY IMPROVEMENT PLANS.
2 24 Prior to receiving moneys under this chapter, the board of
2 25 directors of a community college shall adopt a technology plan
2 26 that supports community college vocational-technical
2 27 technology improvement efforts and includes an evaluation
2 28 component, and shall provide to the department of education
2 29 adequate assurance that funds received under this chapter will
2 30 be used in accordance with the technology plan. The plan
2 31 shall be developed by licensed professional staff of the
2 32 community college, including both faculty members and school
2 33 administrators, and shall, at a minimum, focus on the
2 34 attainment of vocational-technical student achievement goals.
2 35 The plan shall consider the community college's
3 1 interconnectivity with the Iowa communications network, and
3 2 shall demonstrate how, over a four-year period, the board will
3 3 utilize technology to improve vocational-technical student
3 4 achievement. The technology plan shall be kept on file at the
3 5 community college. Progress made under the plan shall be
3 6 reported annually to the department of education in a manner
3 7 prescribed by the department of education.
3 8 Sec. 3. NEW SECTION. 260A.3 COMMUNITY COLLEGE
3 9 VOCATIONAL-TECHNICAL TECHNOLOGY IMPROVEMENT EXPENDITURES.
3 10 A community college shall expend funds received pursuant to
3 11 section 260A.1 for the acquisition, lease, lease-purchase,
3 12 installation, and maintenance of instructional technology
3 13 equipment used in vocational-technical programs, including
3 14 hardware and software, materials and supplies related to
3 15 instructional technology, and faculty development and training
3 16 related to instructional technology, and shall establish
3 17 priorities for the use of the funds. However, funds received
3 18 by a community college pursuant to section 260A.1 shall not be
3 19 expended to add a full-time equivalent position or otherwise
3 20 increase staffing.
3 21 Sec. 4. NEW SECTION. 260A.4 FUTURE REPEAL.
3 22 This chapter is repealed effective July 1, 2001.
3 23 EXPLANATION
3 24 This bill establishes a community college vocational-
3 25 technical technology improvement program similar to the school
3 26 improvement technology program established for school
3 27 districts and area education agencies by the general assembly
3 28 in 1996.
3 29 The bill appropriates $2.5 million from the rebuild Iowa
3 30 infrastructure fund to the department of education for each
3 31 fiscal year of the fiscal period beginning July 1, 1997, and
3 32 ending June 30, 2001, for the community college vocational-
3 33 technical technology improvement program. The moneys are to
3 34 be allocated to the community colleges in a proportion that is
3 35 based upon the number of full-time and full-time equivalent
4 1 students enrolled in each community college's vocational-
4 2 technical programs compared to the total full-time and full-
4 3 time equivalent student enrollment in all vocational-technical
4 4 programs. Each community college shall certify to the
4 5 department of education by October 1 and February 1 the number
4 6 of full-time and full-time equivalent students enrolled in the
4 7 community college's vocational-technical programs.
4 8 Under the bill, the allocation to each community college is
4 9 to be made in one payment on or about October 15 and one
4 10 payment on or about February 15 of the fiscal year in which
4 11 the appropriation is made, taking into consideration the
4 12 relative budget and cash position of the state resources.
4 13 The moneys shall supplement, not supplant, the moneys a
4 14 community college currently expends for technology. To be
4 15 eligible for the funds a community college must maintain,
4 16 without the inclusion of these funds, the same level of
4 17 technology funding it maintained on average for the past three
4 18 fiscal years.
4 19 The bill prohibits the program moneys from being used to
4 20 pay any collective bargaining agreement or arbitrator's
4 21 decision negotiated or awarded under chapter 20.
4 22 Prior to receiving program moneys, the board of directors
4 23 of a community college must adopt a technology plan that
4 24 includes an evaluation component and must provide to the
4 25 department of education adequate assurance that program funds
4 26 will be used in accordance with the technology plan. The plan
4 27 shall be developed by licensed faculty members and school
4 28 administrators of the community college and shall, at a
4 29 minimum, focus on the attainment of vocational-technical
4 30 student achievement goals, shall consider the community
4 31 college's interconnectivity with the Iowa communications
4 32 network, and shall demonstrate how, over a four-year period,
4 33 the board will utilize technology to improve vocational-
4 34 technical student achievement. The community college is
4 35 directed to keep the technology plan on file. Progress made
5 1 under the plan shall be reported annually to the department of
5 2 education.
5 3 Under the bill, program moneys may be used by a community
5 4 college for the acquisition, lease, lease-purchase,
5 5 installation, and maintenance of instructional technology
5 6 equipment used in vocational-technical programs, including
5 7 hardware and software, materials and supplies related to
5 8 instructional technology, and staff development and training
5 9 related to instructional technology, and shall not be used to
5 10 add a full-time equivalent position or otherwise increase
5 11 staffing.
5 12 The bill provides for the repeal of the chapter effective
5 13 July 1, 2001.
