1 1 Section 1. Section 216A.146, Code 1997, is amended by
1 2 adding the following new subsection:
1 3 NEW SUBSECTION. 12. Develop, implement, and operate an
1 4 Iowa freedom trail program pursuant to section 216A.150.
1 5 Sec. 2. NEW SECTION. 216A.150 IOWA FREEDOM TRAIL
1 6 PROGRAM.
1 7 The commission shall develop, implement, and operate an
1 8 Iowa freedom trail program to preserve and commemorate the
1 9 underground railroad and educate the public on issues related
1 10 to the underground railroad. The commission shall seek the
1 11 cooperation and assistance of the national park service in
1 12 developing and implementing the program. The program shall
1 13 locate, identify, and preserve sites, routes, and other
1 14 resources located in the state which served a function in the
1 15 underground railroad in the state. The program shall identify
1 16 and provide recognition of any citizens of the state who were
1 17 instrumental in the underground railroad.
1 18 EXPLANATION
1 19 This bill provides that the commission on the status of
1 20 African-Americans of the department of human rights shall
1 21 develop, implement, and operate an Iowa freedom trail program.
1 22 The department shall seek the cooperation and assistance of
1 23 the national park service in developing and implementing a
1 24 program which preserves, commemorates, and educates the public
1 25 on the underground railroad. The bill provides that the
1 26 program shall locate, identify, and preserve sites, routes,
1 27 and other resources located in the state which served a
1 28 function in the underground railroad in the state, and
1 29 identify and provide recognition of any citizens of the state
1 30 who were instrumental in the underground railroad.
