1 1 Section 1. Section 321.194, subsection 1, paragraph a,
1 2 subparagraph (1), Code l997, is amended to read as follows:
1 3 (1) During the hours of 6 a.m. to 10 p.m. over the most
1 4 direct and accessible route between the licensee's residence
1 5 and schools of enrollment and between schools of enrollment
1 6 for the purpose of attending duly scheduled courses of
1 7 instruction and extracurricular activities at the schools.
1 8 However, for the purpose of attending a school extracurricular
1 9 activity, a licensee may operate a motor vehicle within
1 10 fifteen miles of the licensee's residence or schools of
1 11 enrollment.
1 12 Sec. 2. Section 321.194, Code l997, is amended by adding
1 13 the following new subsections:
1 14 NEW SUBSECTION. 3. LICENSE PLATE DECAL. A person who has
1 15 been issued a driver's license pursuant to the section shall
1 16 not operate a motor vehicle in this state unless a decal is
1 17 attached to the rear license plate indicating that the
1 18 operator may be a student. The decal shall be issued by the
1 19 department without fee.
1 20 NEW SUBSECTION. 4. A person violating a provision of this
1 21 section is subject to a scheduled fine as provided in section
1 22 805.8, subsection 2, paragraph "f".
1 23 EXPLANATION
1 24 This bill provides that a person issued a special school
1 25 driver's license may operate a motor vehicle within 15 miles
1 26 of the licensee's residence or school of enrollment to attend
1 27 school extracurricular activities.
1 28 The bill also requires a decal to be attached to the rear
1 29 license plate of a motor vehicle which is operated by a person
1 30 issued a school driver's permit. The department of
1 31 transportation shall issue the decals without fee. A person
1 32 who fails to have a decal as required is subject to a
1 33 scheduled fine of $20.
