1 1 Section 1. Section 257.6, Code 1997, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 7. ALTERNATIVE ACTUAL ENROLLMENT
1 4 DETERMINATION DATE. Instead of determining actual enrollment
1 5 on the third Friday of September, as provided in subsection 1,
1 6 a school district may elect an alternative actual enrollment
1 7 determination date on the third Friday of January in each
1 8 year. A school district may elect the alternative actual
1 9 enrollment determination date subject to the following:
1 10 a. Notification of the department of education by the
1 11 school district by October 1 that the district is electing the
1 12 alternative actual enrollment determination date.
1 13 b. Certification of the actual enrollment determined on
1 14 the third Friday in January to the department of education by
1 15 February 1 of each year, with the department promptly
1 16 forwarding the information to the department of management.
1 17 c. Continuation of the election indefinitely. A school
1 18 district having elected the alternative actual enrollment
1 19 determination date shall not be permitted to revert to
1 20 utilizing the third Friday in September date provided in
1 21 subsection 1 for subsequent school budget years.
1 22 EXPLANATION
1 23 This bill provides for an alternative actual enrollment
1 24 determination date for school districts of the third Friday of
1 25 January instead of the third Friday of September, as provided
1 26 in Code section 257.6, subsection 1. If a school district
1 27 elects the alternative actual enrollment determination date,
1 28 the district shall notify the department of education of the
1 29 election by October 1, and shall certify the actual enrollment
1 30 determined on the third Friday in January to the department of
1 31 education by February 1, with the department promptly
1 32 forwarding the information to the department of management.
1 33 The bill also provides that a school district which elects the
1 34 alternative actual enrollment determination date shall not be
1 35 permitted to revert to utilizing the third Friday in September
2 1 date for subsequent school budget years.
