PAG LIN 1 1 Section 1. There is appropriated from the general fund of 1 2 the state to the Iowa department of public health, for the 1 3 fiscal year beginning July 1, 1998, and ending June 30, 1999, 1 4 the following amount, or so much thereof as may be necessary, 1 5 for the purpose designated: 1 6 For the expansion of the healthy opportunities for parents 1 7 to experience success-healthy families Iowa program to a 1 8 statewide program: 1 9 .................................................. $ 4,787,406 1 10 The funds appropriated shall be utilized to implement the 1 11 provisions of section 135.106 regarding the provision of 1 12 services to children and families during the prenatal through 1 13 preschool years to promote optimal child health and 1 14 development, improve family coping skills and functions, 1 15 promote positive parenting skills and intrafamilial 1 16 interaction, and prevent child abuse and neglect and infant 1 17 mortality and morbidity, on a statewide basis. 1 18 Notwithstanding section 8.33, the moneys appropriated in 1 19 this section that remain unencumbered and unobligated on June 1 20 30, 1999, shall not revert to the general fund of the state 1 21 but shall remain available for expenditure for the purposes 1 22 designated during the fiscal year beginning July 1, 1999. 1 23 EXPLANATION 1 24 This bill provides for an appropriation to the Iowa 1 25 department of public health of $4,787,406 for the fiscal year 1 26 beginning July 1, 1998, and ending June 30, 1999, to expand 1 27 the healthy opportunities for parents to experience success- 1 28 healthy families Iowa program statewide. The appropriated 1 29 funds shall be utilized to implement the provisions of Code 1 30 section 135.106 regarding the provision of services to 1 31 children and families during the prenatal through preschool 1 32 years to promote optimal child health and development, improve 1 33 family coping skills and functions, promote positive parenting 1 34 skills and intrafamilial interaction, and prevent child abuse 1 35 and neglect and infant mortality and morbidity. The bill 2 1 provides that the appropriated funds remaining unencumbered 2 2 and unobligated on June 30, 1999, shall not revert to the 2 3 general fund of the state but shall remain available for 2 4 expenditure for the purposes designated during the fiscal year 2 5 beginning July 1, 1999. 2 6 LSB 4061HH 77 2 7 rn/jw/5
