  1  1    Section 1.  POSTSECONDARY ENROLLMENT OPTIONS – STUDY.  The
  1  2 legislative council is requested to establish an interim study
  1  3 committee consisting of members of both political parties from
  1  4 both houses of the general assembly to study the current use
  1  5 and impact of the postsecondary enrollment options Act and
  1  6 develop recommendations to improve the Act.  The study may
  1  7 include, but is not limited to, a review of the courses
  1  8 students are taking under the Act, and the types of credit
  1  9 students are receiving for successful completion of the
  1 10 courses; a review of the funding mechanisms for those courses;
  1 11 identification of the numbers of courses the average student
  1 12 takes in accordance with the Act, and the highest and lowest
  1 13 number of courses any student has taken in the past five
  1 14 years; identification of the positives and negatives relating
  1 15 to use of the Iowa communications network by students taking
  1 16 courses under the Act; and the receipt of testimony from
  1 17 districts, students, parents, and eligible institutions on
  1 18 issues deemed relevant to this study.  The committee should be
  1 19 directed to submit its findings, together with any
  1 20 recommendations, in a report to the general assembly that
  1 21 convenes in January 1999.  
  1 22                           EXPLANATION
  1 23    This bill requests the legislative council to establish an
  1 24 interim committee to study the current use and impact of the
  1 25 postsecondary enrollment options Act and develop
  1 26 recommendations to improve the Act.
  1 27    The study may include, but is not limited to, a review of
  1 28 the courses students are taking under the Act, and the types
  1 29 of credit students are receiving for successful completion of
  1 30 the courses; a review of the funding mechanisms for those
  1 31 courses; identifying the numbers of courses the average
  1 32 student takes in accordance with the Act, and the highest and
  1 33 lowest number of courses any student has taken in the past

  2  4    The bill suggests that the committee should be directed to
  2  5 submit its findings, together with any recommendations, in a
  2  6 report to the general assembly that convenes in January 1999.
