  1  1    Section 1.  NEW SECTION.  513C.8A  COMMISSIONER'S AUTHORITY
  1  2 – WELL-CHILD CARE.
  1  3    1.  Upon the commissioner's determination under section
  1  4 513C.8 to include well-child care in basic or standard health
  1  5 benefit coverage policies, the commissioner shall do all of
  1  6 the following:
  1  7    a.  Adopt by rule requirements for the general provision of
  1  8 coverage for benefits for routine well-child care.
  1  9    b.  Apply the requirement for coverage to all appropriate
  1 10 entities providing individual health care benefits under the
  1 11 jurisdiction of the commissioner.
  1 12    2.  In determining the requirements under subsection 1, the
  1 13 commissioner shall consider all of the following:
  1 14    a.  The costs versus corresponding benefits of such
  1 15 coverage.
  1 16    b.  Normally anticipated health problems and recommended
  1 17 routine preventive care.
  1 18    c.  Continuity of coverage for any congenital defects and
  1 19 birth abnormalities, injuries, or illnesses arising within the
  1 20 well-child coverage period.
  1 21    3.  Well-child care coverage as provided for in this
  1 22 section applies to an individual under seven years of age.  
  1 23                           EXPLANATION
  1 24    This bill provides that upon the commissioner's
  1 25 determination under Code section 513C.8 to include well-child
  1 26 care in basic or standard health benefit coverage policies,
  1 27 the commissioner is to adopt by rule requirements for the
  1 28 general provision of coverage for benefits for routine well-
  1 29 child care, and apply the requirement for coverage to all
  1 30 appropriate entities providing individual health care benefits
  1 31 under the jurisdiction of the commissioner.  In determining
  1 32 the requirements for such coverage the commissioner is to
  1 33 consider the costs versus corresponding benefits of such
  1 34 coverage, normally anticipated health problems and recommended
  1 35 routine preventive care, and continuity of coverage for any
  2  1 congenital defects and birth abnormalities, injuries, or
  2  2 illnesses arising within the well-child coverage period.  The
  2  3 bill provides that well-child coverage applies to an
  2  4 individual under seven years of age.
