1 1 Section 1. NEW SECTION. 303.3A ARTS AND CULTURAL
1 2 CONFERENCES AND CAUCUSES.
1 3 1. For the purposes of this section, the following
1 4 definitions apply:
1 5 a. "Arts" means music, dance, theater, opera and music
1 6 theater, visual arts, literature, design arts, media arts, and
1 7 folk and traditional arts.
1 8 b. "Culture" or "cultural" means programs and activities
1 9 which explore past and present human experience.
1 10 c. "Department" means the department of cultural affairs.
1 11 2. The department shall administer regional conferences
1 12 and a statewide caucus on arts and cultural enhancement. The
1 13 purpose of the conferences and caucus is to encourage the
1 14 development of the arts and culture in the state by
1 15 identifying opportunities for programs regarding education,
1 16 outreach, and enhancement, by reviewing possible changes in
1 17 enhancement program policies, programs, and funding, and by
1 18 making recommendations to the department regarding funding
1 19 allocations and priorities.
1 20 3. Every four years beginning in the year 2001, in the
1 21 month of June, the department shall convene a statewide caucus
1 22 on arts and cultural enhancement.
1 23 a. Prior to the statewide caucus, the department shall
1 24 make arrangements to hold a conference in each of several
1 25 regions of the state as defined by the Iowa arts council. The
1 26 department shall promote attendance of interested persons at
1 27 each conference. A designee of the department shall serve as
1 28 temporary chairperson until persons attending elect a
1 29 chairperson. The department shall provide persons attending
1 30 with current information regarding cultural programs and
1 31 expenditures. Persons attending shall identify opportunities
1 32 for programs in the areas of education, outreach, and
1 33 enhancement, and make recommendations in the form of a
1 34 resolution. The persons attending the conference shall elect
1 35 six persons from among the attendees to serve as regional,
2 1 voting delegates to the statewide caucus. The conference
2 2 attendees shall elect a chairperson from among the six
2 3 representatives. Other interested persons are encouraged to
2 4 attend the statewide caucus as nonvoting attendees.
2 5 b. A designee of the department shall call the caucus to
2 6 order and serve as temporary chairperson until persons
2 7 attending the caucus elect a chairperson. Persons attending
2 8 the caucus shall discuss the recommendations of the regional
2 9 conferences and decide upon recommendations to be made to the
2 10 department and the general assembly. Elected chairpersons of
2 11 the regional conferences shall meet with representatives of
2 12 the department and present the recommendations of the caucus.
2 13 Sec. 2. Chapter 303C, Code 1997, is repealed.
2 14 EXPLANATION
2 15 This bill repeals Code chapter 303C relating to the Iowa
2 16 arts and cultural enhancement and endowment accounts, the arts
2 17 and cultural enhancement program, matching funds provided to
2 18 nonprofit organizations, block grants, an advisory council,
2 19 the arts and cultural endowment program, and the arts and
2 20 cultural endowment foundation.
2 21 The bill provides for the department of cultural affairs to
2 22 administer regional conferences and a statewide caucus on arts
2 23 and culture. The bill provides that a caucus shall be
2 24 convened every four years in June, beginning in the year 2001.
2 25 Prior to the caucus, a conference shall be held in several
2 26 regions in the state to identify opportunities for programs in
2 27 the areas of education, outreach, and enhancement, and make
2 28 recommendations. The persons attending the conferences shall
2 29 elect six persons from the attendees of each conference to
2 30 serve as regional, voting delegates to the statewide caucus.
2 31 The attendees of the conference shall elect a chairperson from
2 32 one of the six representatives. The bill provides that
2 33 interested persons are encouraged to attend the caucus as
2 34 nonvoting attendees. At the caucus, the recommendations of
2 35 the regional conferences shall be discussed and the caucus
3 1 shall decide upon recommendations to be made to the department
3 2 and the general assembly. The chairpersons shall present the
3 3 recommendations to the representatives of the department.
3 4 The bill removes all references to programs, funds, and
3 5 accounts which are repealed in the bill.
