  1  1    Section 1.  Section 904.602, subsection 3, Code 1997, is
  1  2 amended to read as follows:
  1  3    3.  Information identified in subsection 2 shall not be
  1  4 disclosed or used by any person or agency except for purposes
  1  5 of the administration of the department's programs of services
  1  6 or assistance and shall not, except as otherwise provided in
  1  7 subsection 4 this section, be disclosed by the department or
  1  8 be used by persons or agencies outside the department unless
  1  9 they are subject to, or agree to, comply with standards of
  1 10 confidentiality comparable to those imposed on the department
  1 11 by this section.
  1 12    Sec. 2.  Section 904.602, Code 1997, is amended by adding
  1 13 the following new subsection:
  1 14    NEW SUBSECTION.  6A.  Information described in subsection 2
  1 15 which pertains to the name and address of the employer of an
  1 16 individual who is receiving or has received services shall be
  1 17 released upon request to a registered victim of a crime which
  1 18 was committed by that individual.
  1 19    Sec. 3.  Section 910A.9, Code 1997, is amended by adding
  1 20 the following new subsection:
  1 21    NEW SUBSECTION.  8.  Information which may be obtained upon
  1 22 request pertaining to or the procedures for obtaining
  1 23 information upon request pertaining to the offender's current
  1 24 employer.  
  1 25                           EXPLANATION
  1 26    This bill permits persons who are registered as victims of
  1 27 a crime to obtain information upon request pertaining to the
  1 28 employer of the offender who has committed the crime against
  1 29 the registered victim.  Code section 904.602 is amended to
  1 30 provide, upon request by a registered victim of a crime, an
  1 31 exception to the confidentiality requirements which protect
  1 32 from disclosure the name of the employer of a person who is
  1 33 receiving or has received services from the department of
  1 34 corrections or a judicial district department of corrections.
  1 35 The bill also provides that the department of corrections is
  2  1 to, upon request, release to registered victims of violent
  2  2 crimes information pertaining to or the procedures for
  2  3 obtaining information pertaining to the employer of the
  2  4 perpetrator of the crime.  Currently, although the location of
  2  5 the perpetrator of a crime may be released by the department
  2  6 or a judicial district department of corrections to any member
  2  7 of the general public, the name of the employer of the
  2  8 perpetrator may only be released under very limited
  2  9 circumstances.
