PAG LIN 1 1 Section 1. NEW SECTION. 84A.7A SENIOR CONSERVATION AND 1 2 OUTDOOR RECREATION EMPLOYMENT PROGRAM. 1 3 1. A senior conservation and outdoor recreation program is 1 4 established for the employment of individuals who are sixty 1 5 years of age or older by county conservation boards to further 1 6 conservation efforts, enhance the natural resources of this 1 7 state, and assist environmental education and outdoor 1 8 recreation programs. 1 9 2. The department of workforce development shall 1 10 administer the senior conservation and outdoor recreation 1 11 employment program and shall adopt rules governing the 1 12 operation of the program and eligibility guidelines for county 1 13 participation and financial grant criteria pursuant to chapter 1 14 17A. 1 15 3. Funds appropriated for the purposes of this section 1 16 shall be allocated equally among all county conservation 1 17 boards making application to the department. 1 18 4. An application shall be submitted by a county 1 19 conservation board on forms provided by the department. The 1 20 completed application shall be accompanied by a plan for the 1 21 employment of persons who are sixty years of age or older in 1 22 meaningful, productive, and healthy public service jobs 1 23 developed by a county conservation board. A county 1 24 conservation board submitting an application for a competitive 1 25 grant under this section shall agree to pay each individual 1 26 employed under the senior conservation and outdoor recreation 1 27 employment program a wage that meets or exceeds the state or 1 28 federal minimum wage, whichever is greater. A county 1 29 conservation board is encouraged to seek additional assistance 1 30 and resources from other state departments and agencies, 1 31 federal agencies and grant programs, private persons, or 1 32 organizations in order to match state funds received under 1 33 this section. 1 34 Sec. 2. APPROPRIATION REQUIRED FOR IMPLEMENTATION. The 1 35 department of workforce development shall implement a senior 2 1 conservation and outdoor recreation employment program only 2 2 upon receipt of sufficient funds to accomplish the purposes 2 3 specified in section 84A.7A. 2 4 EXPLANATION 2 5 This bill establishes, subject to an appropriation of 2 6 sufficient funds, a senior conservation and outdoor recreation 2 7 employment program for the employment of individuals who are 2 8 60 years or older by county conservation boards to further 2 9 conservation efforts, enhance the natural resources of this 2 10 state, and assist environmental education and outdoor 2 11 recreation programs. 2 12 The department of workforce development is responsible for 2 13 administering the program and for establishing grant 2 14 eligibility guidelines for a county conservation board. 2 15 A county conservation board shall submit a plan for the 2 16 employment of individuals who are 60 years of age or older in 2 17 meaningful, productive jobs at a wage that meets or exceeds 2 18 the state or federal minimum wage, whichever is greater. 2 19 LSB 3745HH 77 2 20 tj/sc/14
