  1  1    Section 1.  Section 279.10, subsection 1, Code 1997, is
  1  2 amended to read as follows:
  1  3    1.  The school year shall begin annually on the first day
  1  4 of July 1 and each regularly established elementary and
  1  5 secondary school shall begin no sooner than a day during the
  1  6 calendar week in which the first day of September falls but no
  1  7 later than the first Monday in December.  However, if the
  1  8 first day of September falls on a Sunday, school may begin on
  1  9 a day during the calendar week which immediately precedes the
  1 10 first day of September end the following June 30.  School Once
  1 11 the school calendar commences, school shall continue for at
  1 12 least one hundred eighty days, except as provided in
  1 13 subsection 3, and may be maintained during the entire calendar
  1 14 year.  However, if the board of directors of a district
  1 15 extends the school calendar because inclement weather caused
  1 16 the district to temporarily close school during the regular
  1 17 school calendar, the district may excuse a graduating senior
  1 18 who has met district or school requirements for graduation
  1 19 from attendance during the extended school calendar.  A school
  1 20 corporation may begin employment of personnel for in-service
  1 21 training and development purposes before the date to begin
  1 22 elementary and secondary school.
  1 23    Sec. 2.  Section 257.17, Code 1997, is repealed.  
  1 24                           EXPLANATION 
  1 25    This bill eliminates the start date for the school
  1 26 calendar.  Currently, schools must begin their school calendar
  1 27 year no sooner than a day during the calendar week in which
  1 28 the first day of September falls and no later than the first
  1 29 Monday in December.  The bill also repeals a Code section that
  1 30 penalizes schools by reducing their state aid payments if they
  1 31 begin their calendars early.  The bill reiterates that an
  1 32 annual school year begins on July 1 and ends the following
  1 33 June 30 and that the 180 continual school days must fall
  1 34 within the period.
